APPLICATION ARCHITECT - DATABASE MODELING, ORACLE SQL, PL/SQL

For a project with the European Commission we are looking for an Application Architect.

CONTEXT/INTRODUCTION AND OBJECTIVES

MISSION OF THE IT UNIT:

The mission of the unit is To assist the EuropeAid Co-operation office in achieving its strategic objectives by supporting business processes and operational procedures with modern Information and Communication Technology (ICT)".

SPECIFIC CONTEXT AND OBJECTIVES:

Within the IT Unit the Data management section aims at providing a common and robust data management framework to all information systems, by including the following disciplines:

- Data Architecture, Analysis and Design (Modelling)
- Reference and Master data management
- Data Integration

In order to cover all disciplines, the DEVCO IT unit is seeking for a highly experienced Application Architect, with strong experiences in database modelling. The application architect will work within the newly created structure: Data Management.

The service will take place in Brussels and will mainly consist in:

- Setting up enterprise data architecture in accordance with the Data artefact of the CEAF Architecture
- Creating and validating the conceptual and physical data models of all DEVCO information systems
- Defining and maintaining a Global Data Dictionary and Business Glossary of all entities managed by DEVCO information systems. This includes the definition of all DB metadata and their relation with business semantics.
- Setting up the appropriate procedure to manage and document any structural change in a physical data model.
- Defining DEVCO Database Design best practices

The Data Architect will work in collaboration with:

- ARCHITECTURE TEAM: in order to setup all standard documents and to ensure a unique and consistent IT Architecture (Data, Processes, and Applications)
- ANALYSIS TEAM: to ensure that all functional analysis are correctly translated into a consistent logical Data Model
- DEVELOPMENT TEAM: to provide and enforce a consistent DB model throughout all existing modules of CRIS application.
- DATA WAREHOUSE/DATA QUALITY: to explain and maintain the data dictionary
- QA TEAM; in order to track and catch any inconsistency in Data related deliverables

DESCRIPTION OF TASKS

The Data Architect will participate in the following task assignments which are all related to data management:

- Creation and validation of logical and physical data models of all DEVCO information systems
- Define and maintain a global Data dictionary
- Writing technical document on DEVCO Database design best practices
- Implementation of the tool Oracle SQL Developer Data Modeler as the standard tool for database design, integration with Rational Software Architect
- Reference Data Management: maintain and improve current architecture
- Master Data Management/Data Integration: elaborate and maintain communication policies of data among all IT Systems of DEVCO
- Support and maintenance on request on existing systems

EXPERIENCE AND PROFILE REQUESTED (SOFTWARE ARCHITECT).

SKILLS:

- A thorough knowledge of Entity/Relationship, Logical and Physical Datamodelling
- Advanced knowledge in Oracle SQL - PL/SQL
- Knowledge in Oracle Database Tuning
- Some knowledge in Oracle products in general
- ETL design and development is a plus
- Good technical writing and presentation skills (English)

This expert will be located within the offices of DEVCO IT Unit in Brussels and be equipped with a PC connected to the Intranet & Internet so that he can professionally develop, test and deliver the requested work packages in a modular set-up.
