Accountant, AAT, Council, Contract, North West

AAT qualified Accountant sought by our Local Authority client, to work within their Social Services department for an initial 3 month contract based in the North West.

The Financial Services Division comprises several teams each headed by a Group Accountant. In general, each team provides either a service-based focus or has a responsibility for specific specialist or corporate activities. The Accountant plays a key role in ensuring the delivery of accounting services and is a crucial managerial link in the team.

PRINCIPAL RESPONISBILITIES:

- Preparation and coordination of both revenue and capital budgets and maintain systems and procedures for the effective financial operation with use of Oracle, SAP, SAGE (line50, Line100, MMS), JD Edwards and Cedar systems.
- Lease with budget holders and attend relevant meetings offering financial advice, training and expertise to support them in managing their budgets and ensure compliance with financial regulations, legislation, new initiatives and other codes of practice.
- Participate in the year-end process to ensure the closure of accounts are completed within agreed timescales, supported by appropriate working papers in accordance with best practice and contributes to achieving a good external audit opinion.
- Oversee and coordinate completion of reconciliation's of financial information and appropriate forms to ensure the financial controls and systems are robust.
- Plan and collate statistical and financial data for relevant grant and government claims and returns, ensuring deadlines and requirements set are met to ensure maximisation of the Council's cash flow.

EXPERIENCE:

- Knowledge of one or more of the following;
- Oracle, SAP, SAGE (line50, Line100, MMS), JD Edwards, Cedar
- AAT essential
- Qualified in one or more of the following:
- CIPFA, CPFA, CIMA, ACCA, ACMA
- Good knowledge of IFRS, consolidations and preparation of financial statements
- AAT (Association of Accounting Technicians) qualified
- Experience of working in Local Government within the last 2 years
- Experience of working in Adult Social Services
