Whole Life Cost Estimator

Sitec are currently looking to recruit a Whole Life Cost Estimator for a nuclear MoD establishment in Reading. The post is for an estimated 12 month contract and is paying competitively on an hourly basis.

Successful applicants will be required to be Security Cleared prior to appointment.

Delivering the Whole Life Costing Estimating Capability within Engineering Projects

Key accountabilities
* For implementing best practice whole life cost estimating policy, processes and procedures on projects
* For providing whole life cost estimates and whole life cost plans within levels of certainty, which support effective monitoring, forecasting and control of financial limits for projects
* To assist with optioneering, value engineering assessments and evaluating results as part of the project process
* Providing estimating input into risk assessments
* Input to and maintenance of database of parametric Whole Life Costs (WLC)

Qualifications
* Likely to be a full member of a recognised professional body such as RICS, CIOB, ICE, CIBSE etc.
* Qualified in a building and/or engineering discipline to an appropriate level

Knowledge
* Knowledge of 3 point estimating (3PE) techniques and confidence modelling.
* Estimating of major capital projects.
* Estimating of refurbishment projects.

Experience
* Experience of Life Cycle Costing gained in project and operational environments
* Experience of working in regulated environments

Skills
* To be able to prepare detailed, WLC estimates utilising norms and benchmark data.
* To understand the technical aspects of the project and challenge the scope if required.
* To ensure that client estimating policies, processes and procedures are adhered to on all projects.
* For providing cost estimates and cost plans within levels of certainty which allow effective monitoring, forecasting and control of financial limits for projects.
* To be able to monitor and assess the development and status of technical information and documentation against the cost plan, forecasting anticipated difficulties and providing proposals for their resolution.
* To provide estimating input to the project team with regard value engineering assessments and evaluating results as part of the project process.
* Providing estimating support to risk assessments and mitigation actions.
* Review estimate feedback and make the necessary adjustments.
