WEB ACCESSIBILITY AUDITOR

CONTACT DURATION: 12 MONTHS -120 HOURS, PART TIME- REMOTE.

PROJECT SCOPE/TASKS

The scope of this project encompasses the following tasks for the Investment Proposal Tracking System (IPTS):

- Review and assess  baseline audit of the current version of IPTS and provide recommendations to remediate deficiencies
- Engage with development resources and participate in the design phase of external facing enhancements or remediation of deficiencies
- As requested, audit the IPTS submission form field additions and page changes against the minimum accessibility standards (Section 508)
- Audit the new content on the site for California and industry best practices (Section 508 and Web Content Accessibility Guidelines (WCAG) 2.0. Level AA conformance).
- Provide support in remediation of known deficiencies and work with INVO IPTS staff and vendor to recommend changes to bring the application into compliance.

Task 1 -Section 508 Audit

- Review and assess  accessibility audit of the IPTS Submission Form additions and page changes to determine if the solution is compliant with the minimum accessibility requirements that are mandated by California Government Code 11135 (Section 508).  Document the findings and include a prioritized list of deficiencies needing remediation if required. 

Task 2 -Best Practice Accessibility Audit

As requested, perform a comprehensive accessibility audit of IPTS Submission Form additions and page changes to validate and test accessibility compliance as defined by California law and industry accepted guidelines and best practices. 

The guidelines and best practices to be audited include:

- Section 508 § 1194.22
- Web Content Accessibility Guidelines (WCAG) 1.0 & 2.0 Level AA
- The California Department of Rehabilitation (DOR) Five Best Practices.
- Run automated tools against each page to get an initial conformance level
- Assess each page manually to determine complete conformance level
- Walk through the specified submission form pages in the IPTS submission process to determine if the site can be navigated under the following conditions:
- Using the keyboard only
- Using screen reading software such as JAWS 15.0 or similar tools
- Without sound
- Without color
- Walk through the specified submission form pages in the IPTS submission process to determine if the site is clear and consistent
- Document findings and include a prioritized list of deficiencies needing remediation to make the additions and changes to the IPTS solution compliant with Section 508 and conformance level AA checkpoints of the WCAG 2.0, and the five recommended best practices from the California Department of Rehabilitation based upon its work with Section 508, WCAG, and the communities serving persons with disabilities.

MINIMUM QUALIFICATIONS

- Previous Section 508 accessibility certification experience
- Previous State of California experience
