My Client is looking for a Audit and Compliance Procurement Manager for their UK Business. The ideal candidate will be tasked to manage audit & compliance within UK Procurement, to assure the Procurement Leadership team and wider Executive stakeholders that suitable measures are in place to ensure the function is compliant with key policies, procedures, regulations and directives.

Job Purpose:

To manage Audit & Compliance within UK Procurement, to assure the Procurement Leadership team and wider Executive stakeholders that suitable measures are in place to ensure the function is compliant with key policies, procedures, regulations and directives (Utilities Contract Regulations, European Procurement Directive, UK Competition Act, Environmental Protection Act, Licencing Obligations, and the UK Bribery Act).
Establishing and maintaining a consistent view across the compliance and governance framework for the UK Procurement Directorate, providing a consolidated view encompassing:
* Ethics
* Compliance
* Audit
* Risk

Managing the technical support team providing Project Management in areas such as process improvement along with direct assistance to the Heads of UK Procurement.

Key Accountabilities:

* Compliance Lead for UK Procurement. Leading the development, implementation and continuous improvement of a full compliance control framework covering all Global Procurement activities in the UK.
* Preparing reports and presentations to brief senior internal leadership and external stakeholders on Global Procurements Ethics and Compliance assurance and controls. Including management of the Certificate of Assurance, Compliance Return and Business Separation reporting obligations
* Overall Procurement Lead on internal and external audits carried out on the Directorate. Managing all audited related communications and reporting. Managing the training of auditors and implementation of an effective sourcing process audit programme within Global Procurement.

This will include the support in completing audit actions, as well as implementing and communicating changes.
* Managing the supplier screening process based on International Sanctions and Political Exposed Persons screening.
* Managing the technical support team providing support to the Heads of UK Procurement and their associated UK Procurement Strategy related projects and workload.
* Completion of adhoc compliance related projects as directed by the UK Procurement Leadership team
* Facilitation of the UK Procurement Compliance Champions. Gathering input from the category team for consideration in key strategic projects/change programmes.
* Work alongside affected team to minimise the impacts of any compliance breaches/challenges. Providing suitable visibility to the UK Procurement Leadership Team and Global Assurance
* Conduct independent Ethics & Compliance related investigations into non-compliant actions within UK Procurement
* Managing Global Procurement Risk including running annual risk workshops with representatives up to Band B as well as management of the departments Risk Register and associated actions
* Ensuring plans are in place and progressing to bring and maintain Global Procurements compliance with corporate Resilience/Continuity requirements. Including the development of Business Impact Assessments, and the implementation and testing of effective Resilience & Continuity plans
* Responsible for arranging and delivering regular training to the UK Procurement and international office teams on document security, ethics and compliance aspects of their roles.
* Responsible for preparing procurement compliance management information for the Procurement Leadership team.
* Working Closely with Corporate and Parliamentary Affairs, Communications, Ethics & Compliance and our Suppliers to ensure Global Procurement meets all business expectations, embraces best practice and has an effective Supplier Code of Conduct.

Experience Required:

* Experience conducting, developing and managing audit & compliance processes.
* Experience responding to and managing the impact of compliance breaches
Significant experience managing cross functional projects/programmes
* Significant experience managing relationships with senior internal and external stakeholders
* Experience developing strategic changes resulting in clear benefits to the company
* Knowledge of the controls required for a procurement function in a regulated utility to operate a compliant procurement process under OJEU and experience within these controls
