Traded Risk Europe is part of Global Risk, an independent function from the business trading unit. Traded Risk Europe is responsible for the management of market and counterparty credit risk. Amongst other duties, Traded Risk sets granular market risk limits in accordance with the risk appetite of the Bank, carries out monitoring of market and counterparty credit exposures against limits and performs active risk management of the HBEU portfolio. Traded risk is responsible for ensuring that complete and accurate risk is calculated and reported by ensuring that all processes are well controlled and in accordance with global standards.

Business Risk and Control Management (BRCM) gives assurance that key controls are designed and operating effectively through carrying out monitoring activities.

The primary objectives are to ensure:

- Effectiveness of internal control environment: Assess and report on adequacy of internal control environment, by performing monitoring activity to test that controls are functioning effectively to mitigate risks
- Adequacy of existing monitoring: Ensure adequacy of control monitoring activity conducted outside BRCM responsibility.
- Management risk awareness: Ensure business management fully considers and effectively manages operational risk and control environment.

The team is also responsible for ensuring departmental compliance with Information Security Risk (ISR) procedures, such as Clear Desk Policy, End User Computing Controls, Record Retention Policies and Business Continuity Planning.

THE ROLE

The purpose of the role is to support the BRCM team by enhancing processes to reduce operational risk, increase reporting capacity, and to reduce manual effort. Focus will be on building a scalable platform for the collection and reporting of key operating indicators for the Traded Risk department, and on the production of weekly and monthly reports and metrics for senior management. Initial contract will be for 6m, but may be extended up to a further 6m.

Activity breakdown as follows:

- Analyse and document current processes relating to the capture and reporting of key operating metrics (Key Risk Indicators, Key Control Indicators) and work with stakeholders to propose improvements, giving priority to high risk or manual processes. Work with stakeholders in other sites to roll out globally, using the central production team where possible.
- Work with stakeholders to propose additional operating metrics and devise processes to capture and report these metrics in a secure and automated manner. Ensure that Key Control Indicators are designed to provide ongoing monitoring of key controls in the department's Risk Control Assessments (RCAs).
- Document requirements and work closely with application developers to ensure that processes are automated and integrated with upstream data suppliers. Carry out User Acceptance Testing and ensure that solutions are delivered in accordance with requirements and to agreed timeframes.
- Make improvements to existing End-User-Computing (EUC) applications in the team to ensure compliance with FIM guidelines to and improve operating efficiency.
- Co-ordinate the collection of key weekly and monthly Management Information data, collect commentary and explanations from providers, and produce reports and packs for senior management and other internal clients.
- When required, assist team to carry out BRCM duties, including:
- Carrying out independent monitoring of the key controls as set out in the Risk Control Assessments.
- Documenting test results in the ORION system.
- Ensuring that any issues are tracked, regularly updated and resolved in accordance with agreed time lines. Ensuring that departmental Risk Control Assessments (RCAs) are updated as issues are opened or closed.
- Investigating and documenting any Operational Incidents and recording in ORION. Ensure that they are escalated as appropriate and that any issues are resolved in a timely fashion.
- Ensuring that all departmental EUC applications are recorded in ORION and are reviewed regularly.

KNOWLEDGE, SKILLS AND EXPERIENCE REQUIREMENT

- Ability to analyse, document and present complex processes.
- Experience in designing, building and understanding VBA-based applications.
- Well-organised and able to work on several workstreams concurrently.
- Ability to work under pressure and to tight time-lines.
- Experience of implementing or managing well-controlled processes, or of the independent review of these processes.
- Specialist knowledge in Market Risk and/or Traded Credit Risk is useful but not a pre-requisite.
- Qualification in finance, accounting, business management or similar would be an advantage.
