KEY TASKS AND DELIVERABLE
- Look at the top 25 trusts by size and consider the planning constraints of developing the underused land
- Provide a more general assessment of planning policy, and barriers to public sector land owners
-Produce a bank of case studies - talking to Trusts about planning constraints, where they have been an issue - showing where planning policy, or local planning authorities, have prevented or delayed NHS organisations from bringing forward land for development.
- Produce some specific recommendations that we can put to the Department of Communities and Local Government and Whitehall colleagues.
- Review existing estates datasets relating to properties, currently in the ownership of NHS bodies, to assess their development potential, given local and national planning policies.
- Consider development complimentary to healthcare use, to improve integration of hospital sites as part of communities
- Assess the planning potential of sites which have been declared as surplus to operational purposes
- Review the potential for further participation in the One Public Estate programme by NHS organisations
EXPERIENCE REQUIRED
The individual will be a member of the Royal Institute of Town Planners or Royal Institution of Chartered Surveyors, typically with a town planning degree or equivalent and several years experience in spatial planning.
