Projektbeschreibung

Immediate need for a PM for a c. 3 month period working in the Regeneration team to tackle North Finchley town centre project delivery. To support the Skills and Enterprise Manager with project management activities related to the delivery of town centre projects, ensuring that they are managed to corporate project management standards and in line with the Outer London Fund Grant Agreement.

Key accountabilities:

Change and Improvement
* Drive and deliver town centre projects across the borough with a particular focus on the delivery of the North Finchley and Cricklewood town centre improvements, funded by the Mayor of London's Outer London Fund
* Provide advice on the management of aspects of these key projects
* Work with both internal and external stakeholders to the programme, including staff, partners, residents, technical advisers and communications experts to deliver initiatives
* Work across services to bring together and link up activities in project support with those of strategic information and business intelligence
* Liase with external bodies to seek out best practice to share with the Service and improve project management and delivery standards

Corporate Standards and Communication
* Work to corporate standards for programme and project management in Re
* Collaborate in the production, communication, maintenance and continuous review of project documentation
* Represent Re and promote the regeneration and economic development objectives related to town centre initiatives in a wide range of forums

Performance Information Monitoring and Reporting
* Monitor and report on project performance
* Ensure all relevant information is logged with the Skills and Enterprise Manager and relevant funders and stakeholders
* Carry out quality checks to ensure good project management practice, share this where applicable and support improvement, where necessary

Specific Duties of the Role
* Undertake aspects of project delivery as identified in the town centre and economic development project plans and as allocated by the Skills and Enterprise Manager
* Manage key aspects of specific project plans, including the identification of gaps, conducting reviews and putting actions in place to ensure relevant programmes deliver on cost, to time and to the required standard
* Where projects are funded by external sources, ensure that Grant conditions are met and report back on financial expenditure
* Work with local stakeholders to develop and support town centre activities and forums, commissioning services and managing contracts where appropriate
* Co-ordinate and assign work stream activities on behalf of the Skills and Enterprise Manager
* Develop and maintain project plans, risks and issues logs and ensure that all risks and issues are assessed thoroughly and reviewed on a weekly basis
* Influence and co-ordinate project activity
* Manage designated project costs, within budget
* Manage the change control process in order to ensure the necessary requirements are delivered and the budget is managed appropriately

Flexibility
* Work with a degree of flexibility required to perform work not specifically referred to above although falling within scope of the post at the appropriate grade

Project management qualification (desirable) or demonstrable evidence of project management skills
* Excellent knowledge, practical experience and a record of achievement in applying of the principles of effective project and programme management
* An understanding of the principles of regeneration and economic development
Understanding the scope and content of current legislation and regulations which affect and impact on a range of areas of public sector policy in relation to economic development and regeneration [including, but not exclusively, skills, employment and business support]
* Knowledge and understanding of the principles of the dynamics of town centres

*Competent user of Microsoft Office tools and other relevant IT software necessary for the role
*Some knowledge and understanding of the role of partnerships, the private sector and the external market and the processes to harness resources and deliver completed regeneration projects
* Knowledge of a range of relevant professional/technical skills , ie town planning, construction, procurement etc to support the successful management of a complex town centre project.

* Has proven competence in identifying the need for improvement and bringing about the necessary changes
* Maintain effective working relationships with colleagues in order to maximise the benefits of project implementation
* Has general business awareness and ability to use this in order to support improvement in the programme
* Is able to adapt to change in tasks at short notice
* Strong interpersonal skills and able to support, influence and engage management and peers.
* Ability to take responsibility for resolution of issues
* Able to demonstrate the tools and techniques of effective project delivery
*Is self-motivated and able to manage own work, including work on multi-projects
* Is competent in the use of a range of tools to ensure project quality and delivery
* Able to communicate effectively with colleagues and customers at all levels .
Proven ability to develop, manage and maintain strong and sustainable professional relationships with colleagues, partners and stakeholders.
* Well developed written skills with a keen eye for detail; able to prepare complex accurate and intelligible reports to exacting standards and formats.
* Is able to demonstrate how this role will contribute to the effective delivery of equality of opportunity in both service delivery and employment
