Technical Specialist
Location: London
Contract Duration: 12 Months
Rate: Up to £410 per day

The Technical Analyst is accountable for clarifying and translating business change requirements into detailed technical requirements and system specifications to support commercial [existing] Contract Change or full external Public Organisation Procurement activities.

You will have the following skills/experience:
*A relevant degree or professional [non-vendor specific] qualification in IT, Systems Analysis or engineering is highly desired;
*Working knowledge of Java, JSP, XML and EJBs will also be distinctly advantageous;
*Industry standard IT certifications such as in ITIL or Prince2 would be advantageous;
*A good understanding of IT systems integration and architecture, preferably including Web based architecture and transaction processing systems;
*An understanding of structured project management environments ideally PRINCE 2 or PMI;
*Advanced knowledge of Microsoft Excel is desirable;
*Strong understanding of application programming languages is advantageous;
*A good understanding of UNIX, Linux or system administration; and
*Demonstrable experience in diverse IT systems
*Experience in developing or implementing software in support of systems such as SAP or other would be advantageous; and
*Demonstrable experience of IT systems within a multi supplier outsourced/devolved organisation.

Responsibilities:
*Guide and advise business areas in generating new requirements taking into account available technology, commercial aspects, implementation and migration risks.
*Generate technical requirements including functional and non-functional requirements such as security, availability and service level and translate these into detailed technical specifications.
*Prepare vendor independent technical specifications for change control documentation and external Public Organisation Procurement.
*Evaluate impact assessments and tender returns as well as participate in cost negotiations leading to recommendations for supplier selection.
*Participate in the technical design studies and supplier design evaluations including the analysis of MIS data and reporting of analyses and studies to Management.
*Assist in the planning and technical management activities during the implementation phase & ensure that outsourced Service Providers deliver services to meet contract standards ie PCI & ISO27001.
*Provide design assurance in the planning of test scenarios and their schedules to permit effective testing and inspection of test results and test witnessing by subject matter experts.
*Review Business Continuity, Disaster Recovery, Security Policies and Plans and propose improvements/modifications where necessary.
