TECHNICAL RESEARCH ANALYST SAN JOSE, CA 12 MONTH CONTRACT

RESPONSIBILITIES:

- Research and document system integration best practices.
- Research and document successful initiatives in County, State and Federal agencies
- Research and document vendor offerings for system integration
- Research and document vendor offerings for agency and department information systems (for example, jail management system)
- Research and document options for system implementations and system integrations
- Research and document information security and privacy compliance requirements
- Prepare technical analyses and option comparisons for technical solutions
- Provide cost/benefit analyses for technical solutions
- With guidance from the Enterprise Architect(s), develop technical requirements for system integration, data privacy and security, data exchanges, shared services, and business intelligence
- With guidance from the Enterprise Architect(s), develop technical requirements for user access
- Assist with the migration of Legacy applications
- Assist with the procurement and implementation of new technologies
- Prepare weekly status reports
- Prepare and deliver customer and executive communications
- Manage and facilitate project meetings and focus groups
- Ensure all project deliverables are completed on-time and within budget
- Coordinate with other ISD staff and management
- Coordinate project activities with customers and external stakeholders

SKILL REQUIREMENTS:

- Knowledge of criminal justice information systems
- Understanding of criminal justice data flows and integration requirements
- Knowledge of technology integration strategies
- Understanding of best practices for system integration
- Knowledge of CJIS security requirements and policies, guidelines and mandates related to the storage, retrieval, and transmission of Criminal Offender Record Information
- Understanding of system integration methodologies and tools such as NIEM, GFIPM and GRA
- Understanding of public safety, justice, and local government environments
- Excellent written and verbal communication skills
- Ability to work independently

EXPERIENCE REQUIREMENTS:

- System implementations, both custom developed and packaged vendor solutions
- Information system integration
- Data sharing across disparate agencies and jurisdictions
- Data consolidation, analysis and reporting
- Business Intelligence solutions
- Shared services and data exchanges (methodologies, tools and strategies)
- Legacy system modernization
- At least five (5) years experience in system integration
- At least five (5) years experience in system implementation
- At least five (5) years working with criminal justice, public safety and public sector organizations

EDUCATION REQUIREMENTS:
Minimum Bachelors Degree, Masters Degree in Information Systems or related field is desirable but not required.
