Technical Manager

To develop and maintain a suite of systems named DBM. It consists in three systems: DBM-Web for Capability management, DBM-GenForces for Force generation and DBM-CUER for Personnel management in theatre. These systems are widely used within the French MOD (roughly thousand users) for real operations.

DESCRIPTION OF THE JOB
The candidate will be the technical manager of the project, it consists in:
- User requirement capture which includes participation at the DBM users group.
- Design and architecture.
- Software developments and tests.
- Maintenance including fixing issues, support users and system administrators.
- Contacts with French users and administrators.
- Technical management of a small team of contractors.

The candidate must be fluent in French, he/she must be able to read and write documentations. He/she must be able to support users and system administrators in French language and give presentations in French to the DBM user group.
The candidate must have a deep knowledge (at least 5 years of experience) of the environment used by DBM with no exception: Linux, Apache, HTML5, CSS3, XSD/XML, PHP, MySQL, Javascript, Ajax, JSON, jQuery, PrototypeJS, Add-ons for Firefox development

DBM includes some advanced features that the candidate must also be experienced in:
- Linux: Installation, configuration and maintenance of an AMP platform, CRON scripts management
- MySQL: Stored procedures and functions management, query optimization
- Javascript: Performance optimization and cross browser compatibility
- Lisp (script-fu)
- AWK

The candidate must also be familiar with PHP, JavaScript and MySQL development tools such as XDebug, dbforge studio for MySQL, firebug
The candidate must have a very good knowledge of the functional areas covered by DBM which are:
- Military capability taxonomy.
- Force generation process.
- Personnel management on theatre.

The work will include 2 trips of one week to France.
The current project is planned until December 2016, with additional one-year options until December 2019. Therefore, the contractor must be available full time from 1 January 2016 to 31 December 2016 (250 days)
