INTRODUCTION

A Technical Manager is needed to take on the coordination of the initial tuning activities, initial tuning activities are the final phase of the NRO build processes in which new or changed sites are being tuned into their surroundings, ensuring good performance of the new/changed sites itself and good performance in interaction with its neighbouring sites.

DETAILED JOB DESCRIPTION

The client is performing deployment activities for 2G, 3G and 4G Radio network elements as well as the Backhaul transmission elements connecting the Radio sites to the Core network. (Build)

The client is also executing Network Performance and Optimization activities, detecting, analysing and resolving issues/weak spots and ensuring the best network quality perception for the end users. (Operate)

The Technical Manager Initial Tuning is acting at the border between the Build and Operate processes. The Technical Manager is responsible for the evaluation and tuning of new/changed 2G, 3G and/or 4G sites, ensuring a maximum performance of the new site and optimal interaction with its neighboring sites after acceptance and handover to Operate.

TASKS/RESPONSIBILITIES:

- Be Single Point of Contact for the Build Program managers and The Operate manager on acceptance process issues. But also closely interact with departments involved in Build/Operate processes like Radio Planning, Configuration and Integration, Transmission, Drive test and of course the customer.
- Lead the team of local and remote engineers, our remote engineers are in the Global Service Center in India.
- Coordinate the drive team for the onsite measurements.
- Define new and improve existing procedures, evaluate new tooling and make instructions for the engineers in your team. (eg Indoor performance evaluation, tuning and acceptance processes need to be improved)
- Act as SME for Performance/Acceptance, handle escalations and help analysing complex cases.
- Collect forecast information and adapt resource demands accordingly.
- Prepare budgets and administration to allow engineers to do their time booking. Check time booking for correctness and manage costs to be within the agreed budget room.
- Define and create reports that show the quality and progress of the initial tuning/acceptance process activities.
- Coordinate special tuning activities and performance evaluations for Event sites and Large Public Indoor solutions.
- Detect structural weaknesses in the Build/Operate processes (eg recurring errors made in previous steps in the build processes) and initiate process improvement activities with the correct team/program managers.

SKILLS AND COMPETENCES REQUIRED:

- Experience with 2G, 3G and 4G Optimization and Performance Management on Macro and Indoor solutions of the client and other vendors. Strong knowledge about 2G, 3G and 4G systems.
- Familiar with the standard Performance Management KPIs, able to define new KPIs.
- Efficient in handling large volumes of (counter) data. Knowledge about databases and queries (SQL, BO, etc).
- Experience with Radio Planning activities for Macro and Indoor solutions, familiar with the common tools in this domain (eg Atoll).
- Good understanding of the Radio Build processes: knows the different phases of the process: eg Planning, HW installation, SW installation, Configuration, Pre Integration, Integration, Tuning/Acceptance.
- Strong Leadership skills, on technical level as well as people management level. Strong project management and financial management skills.
- Good English verbal and written communication skills, able to present technical complex topics to technical and non-technical audiences.
