TECHNICAL SOFTWARE DEVELOPMENT LEAD

BASED IN TAUNTON
6 MONTH CONTRACT

Due to the nature of this role you will be required to hold or be eligible for SC Security Clearance.

Technical Software Development Lead required to take responsibility for the technical direction and works with the Enterprise Architecture Group to provide input to Strategic Roadmaps and helps delivery of the plans. Ensures that projects and changes are delivered using the agreed software development standards. This requires a proven record in leading development teams, influencing technical direction and motivating development teams to deliver.

MAIN DUTIES/RESPONSIBILITIES

DEVELOPMENT STANDARDS, POLICIES AND PROCEDURES

* Define and manage the strategic roadmap for software development within the business.
* Establish and maintain agreed standards applicable to the work undertaken and ensures that they are adhered.
* Evaluates and reviews programming methods and tools used in the organisation.
* Provides expert advice in some or all aspects of the programming methods, tools and/or standards used in the organisation

WORKLOAD MANAGEMENT

Plan and manage technical skills and resource for all software related Change Requests, and for project work.
Allocates work to analyst/programmers, taking account of individuals' abilities and the requirements of the work.
* Prepares project and quality plans and advises system development teams.
* Be responsible for developing appropriate procedures and processes to support the activities of the team and to ensure effective management of all system changes.
* Have visibility across all development related activities.

SUPPORTING THE TEAM

* Support the Software Development and Support Manager in appraising and assessing performance for the system support team.
* Help establish a development plan to ensure resources have relevant and up-to-date skills that are available to the organisation as required to meet the overall strategic roadmap. Assisting in training and recruitment of those staff.
* Provide technical coaching to team members and use their experience and expertise to develop less experienced team members providing advice, guidance and assistance as required.

SKILLS/EXPERIENCE REQUIRED

ESSENTIAL
* Have experience of line management and staff development (preferably in a technical team environment) including PDR/performance management
* Have excellent written and oral communication skills to produce reports and give presentations at an organisation wide level
* Be able to analyse complex business requirements, propose possible solutions and make recommendations
* Experience of making decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information.
* Experience of checking progress against targets, reporting as necessary and taking action to resolve exceptions.
* Expertise in technical languages and standards, including:
o Microsoft .NET framework, plus
o XML and/or HTML and/or SGL and/or UML.
o Visual Studio 2008/2010
* Working knowledge of at least three of the following: ASP, VB6, VBScript, XML, HTML, CSS, XSL, .net, Javascript, SQL, C, C#, Sharepoint 2007/2010, Subversion
* Management of medium to large software development projects
* Experience of designing and implementing software solutions.
* Broad knowledge of IT Security best practice, with particular emphasis on the MOD standards and accreditation process being an advantage.
* Software development best practice and methodologies including Agile, RAD/WaterFall
* Expertise in Industry and Professional Standards, including, best practice programming methods and standards for example, ISO 9000-based corporate quality processes, TickIT, ISO 27001
* Proficiency in structured reviewing methods and techniques, including reviews of technical diagrams, test plans, business cases.
* Be able to demonstrate involvement in design, coding and development, testing and documentation of particularly large, complex or mission critical programs.
* Have experience of providing quality/technical assurance within complex development projects
* Awareness of the principles, methods, techniques and tools for the effective management of the testing process and the execution of tests throughout the life cycle of development projects, for example: standards for testing, planning & estimating, configuration management, incident management, test efficiency and effectiveness measurement.
o Continuous Integration (Jenkins, TeamCity, TFS)
o UNit and Integration Testing (Nunit and MSTest)
* Proficient in the principles, methods and techniques for documenting standards such as programming standards, quality standards etc.

FORMAL QUALIFICATIONS REQUIRED

DESIRABLE
* MCSD - Microsoft Certified Solution Developer
* ISEB Systems Development Diploma
* ISEB ITIL Foundation Certificate in IT Service Management
* PRINCE 2 Practitioner
