Essential:

Practical experience of delivering solution architectures within an enterprise architecture framework methodology (e.g. TOGAF, Zachmann)

- An understanding of Central Government IT related initiatives, policies and standards.
- Practical experience of the (competitive) IT procurement life-cycle, specifically solution specification and evaluation criteria.
- Proven track record in design to oversee potentially new designs being implemented.

Desirable:

TECHNOLOGIES: Experience of platforms and languages appropriate to the Solution Group domain (e.g. IBM z/OS, IBM DB2, Sun Unix, Oracle, SAP, Microsoft Windows, Microsoft SQL, Delphi, Java, C#,).

- Should have an understanding of as many as possible of the following techniques:

* Process Improvement,
* Stakeholder management,
* Eliciting Business Requirements,
* Business and IT alignment to inform strategies and policies.
- Experience of building, maintaining and managing relationships with vendor(s) Technical Design Authority.

* practical experience in solution architect, working with Government Digital Services, solution specification and evaluation

The post holder will be responsible for:

Defining, developing and documenting the solution (infrastructure, application, integration, and data ) architecture to be used in the development of Land Registry computer systems within the relevant domain.
Actively collaborating with other Senior Management Team members to jointly deliver the overall objectives of the group.
Works with the Chief Architect, Information Architect and Information Assurance team to ensure solutions conform to standards and policies, and takes advantage of opportunities as they arise.
Ensuring that open source and 'commercial off the shelf' (COTS) software and packages are appropriately tailored and integrated in line with the enterprise architecture framework and associated standards.
Working with customers and stakeholders to understand their requirements, gain their confidence and produce solutions that are timely, cost effective and fit for purpose.
Maintaining an awareness of industry developments and building an external peer group to assist with this.

Experience Required

The applicant must demonstrate experience in the following areas:

The ability to provide sound advice on a wide variety of technical issues based on a breadth of IT
A depth of skills in at least two specialist technical areas (e.g. from: business systems analysis, software engineering, infrastructure engineering, information/data engineering, integration engineering) gained by successfully completing a diverse set of roles over a considerable period.
A proven track record in creating, documenting and assurance of comprehensive IT solution architectures and high level designs that address the needs of key stakeholders from the business, solution delivery and system operations areas.
A proven track record in designing IT solutions using a variety of approaches including agile, as well as traditional ones. To include managing the IT solution touch points with project management, product management, IT service management, and Information Assurance. The use of modern technology stacks (eg cloud, SDKs) and desirably an understanding of heritage technology stacks (eg IBM mainframe infrastructure and software)
Experience of leading / effective working with IT technical specialists.
