Our client based in Edinburgh are looking for a Tax Administration Programme Business Analyst to join there team, initially on a contract until October 2014 initially and paying up to £350 per day Ltd rate.

Description of role
The Tax Administration Programme is an ambitious programme of work to ensure that the administrative capacity to collect Land and Buildings Transaction Tax and Scottish Landfill Tax is in place from early 2015. To achieve this the client are establishing a new department to be responsible for the collection and management of the devolved taxes.
The department requires to understand in detail a large number of new processes for the collection of devolved taxes, a new responsibility for the client. It also requires detailed documentation of those processes which can underpin training materials, guidance and business processes. The client requires three members of staff with expert process mapping skills to support workstream leaders in turning their operational policy decisions into properly-documented business processes.

Essential Skills:
* Excellent relationship management skills working across and interacting with key stakeholders in technical and business environments
* Experience of working with a structured project delivery approach and knowledge of the full project life cycle
* Organising, leading, and facilitating workshops
* Experience using BPMN (Business Process Model Notation) and mapping business process flows to business rules (including business process authorisation paths):
. experience of mapping data structures to business processes and rules
. experience of mapping desired operational behaviours to business processes and user stories
. generation of user stories to facilitate use cases, test cases and feature sets
. experience of working with training teams - operational and systems
* Defining and achieving sign-off of requirements for establishing or improving business processes and systems, and quantification of potential benefits, working with supplier and user teams
* Establishing a standard approach to documentation of processes across a programme
* Excellent verbal and written communication skills, communicating complex change issues to multiple stakeholders at various levels across the business
* Qualification of business benefits relating to additional requirements
* Ensuring the quality of the analysis, requirements, specifications & acceptance criteria produced
* Providing consultancy support to the Project Sponsor, Project Board and Project and Programme Managers

Desirable Skills:
Any knowledge of tax policy or administration

Please Note - Occasional travel to Glasgow, Stirling, and elsewhere in Edinburgh as well as possible travel to Perth, Birmingham or London may be required.
