Projektbeschreibung

This position participates in a team environment for the development, maintenance and delivery of application systems. This position provides business, analytical, design, interpersonal and administrative skills in performing day-to-day work.

This position participates in formal sessions and interviews to gather, translate and document business and system requirements to support transforming requirements into effective technology solutions. Additionally ensures correct business functionality and standards are addressed within the computer applications; influences the client regarding current and potential system inputs, processes, and outputs; develops detailed design documents; works with the software developers to find the best solutions given the project parameters (budget and schedule); develops and performs testing and implementation plans; participates in proposal development; manages integration testing; develops documentation and assists with technical writing; oversees implementation of applications, assists in the configuration of vendor software.

MINIMUM JOB QUALIFICATIONS AND TECHNICAL COMPETENCIES

- Bachelor's degree in Computer Science, Mathematics, Business Administration, or a related field
- Appropriate additional experience beyond the minimum required experience may be substituted for education
- Minimum of 7 years business or system experience or combination of education and experience including experience with methodologies and structure analytical approach
- Minimum of 7 years' experience with developing requirements for projects where computer software is created
- Ability to lead large teams (5+) for complex work efforts which includes estimating, coordinating, tracking progress, inspiring other to complete tasks on time, assisting with resolving issues and creating status reports
- Creates a climate where people are motivated and empowered to do their best
- Must be able to develop positive relationships among clients, coworkers and management
- Ability to present without display of overt tension and nervousness
- Must be able to work effectively with other team members
- Must be able to plan and manage his/her own work
- Uses rigorous logic and methods to solve difficult problems with effective solutions, looks beyond the obvious, can see hidden problems, steps up to conflicts
- Good at focused listening, can hammer out tough agreements and settle disputes equitably
- Must be able to perform requirements sessions/interviews and have good writing skills to document clear requirements for large and complex work efforts
- Must be able to read and create complex test cases enough to execute these cases with accuracy and to verify and document results of tests indicating pass or fail with detailed description of failure
- Must be able to develop test strategy for complex work efforts
- Demonstrated skills in moving undecided meeting participants to consensus and foster open communication among meeting participants, adjusting tone, pace, style and message based on the needs of the audience.
- Knowledge of requirement/audit traceability through all phases of a work effort
- At minimum of 3 years' experience evaluating business and system requirements and contributing to the design of systems
- Demonstrated familiarity in various technologies, which may include application development languages and packages, Client Server systems, security (Firewalls/encryption products), Web Servers and applications, and various third-party utilities and tools for integrating applications with databases and Legacy systems
- Demonstrated ability to obtain relevant information, assess validity, and be part of a team that recommends the best solutions to complex business problems
- Familiarity with architectural abstractions and design patterns
- Ability to acquire in-depth knowledge of Health Insurance terminology and concepts

- CDMP (Certified Data Management Professional) from DAMA
- CBAP (Certified Business Analysis Professional) from International Institute of Business Analysis (IIBA)
- CCP (Certified Computing Professional) from ICCP ( Institute for Certification of Computing Professional)
- ISA (Information Systems Analyst) from ICCP( Institute for Certification of Computing Professional)
- CSDA (Certified Software Development Associate) from IEEE (Institute of Electrical and Electronics Engineers)
- CSDP (Certified Software Development Professional).from IEEE

ESSENTIAL FUNCTIONS

- Reads and creates complex structured specifications such as Use Cases, Story Boards, and any other formal methods.
- Reads and creates complex design models such as UML.
- Reads and creates complex business models.
- Uses multiple methodologies appropriately (RUP and Agile) for complex size work efforts and can contribute to the maturity and growth of the Solutions Lifecycle. Must be competent in use and adapt to work effort variations.
- Writes well designed complex queries and has the ability to do this in multiple database environments. Trains the more Junior Analysts on these SQL queries.
- Must be familiar with Metadata and why it is important and be able to define complex metadata and create strategies for implementing metadata policies.
- Understands and participates in the creation of deliverables required by approved Solutions Lifecycles.
- Provides support for projects during installation and post implementation.
- Communicates clearly in a timely manner in both verbal and written communication. Provides information to others so that accurate decisions can be made for all work assignments. Knows when it is appropriate to escalate.
- Must have personal organization skills, problem solving and decision making skills
- Quickly learns and adapts to new technology.
- Adheres to policies, procedures, and standards as well as all corporate policies, procedures and standards.
- Sets objectives and goals, breaks down concepts into manageable achievable steps, and assesses risks and problems.
- Reads complex data models and has the ability to create moderately complex logical data models.
- Reads, understands, and creates complex technical documents.
- Reviews others work for quality and completeness for complex documents. Can also contribute to quality peer reviews across all corporate work efforts and formal reviews. Trains the gate reviewers.
- Provides estimates for large and complex size work efforts increasing accuracy of the estimate as work effort progresses.
- Trains large size groups on complex subjects including multiple levels of management. Also has the ability to train less experienced and peer analysts.
- Produces work that is considered always among the best. Produces work that is mostly error free the first time with little waste or rework.
- Mentors peer or junior staff across the enterprise.
- Researches, evaluates and selects vendor products, methodologies and processes.
- Leads large complex meetings including multiple levels of management and can work with complex political situations.
- Manages their tasks on complex size work efforts in support of the project management methodology.
