Background
Supplier Manager contract post - Reporting to Senior Supplier Manager the role will have specific responsibility for delivery of assigned Major Programmes IT change deliverables. The role is based in Blackpool but will involve travel to Warrington and Newcastle - the post is initially for 7 months. You will be required to specialise in the management of multiple suppliers on large scale IT change projects and will have delegated ownership and empowerment to manage the overall solution integration and delivery against stated Solution Design. It is important that you have experience in large corporates with multiple suppliers. Key parts of the role are: Measurement; estimating; sizing with function point counting; monitoring using earned value analysis; monitoring testing by defect density analysis.

Main Duties/Responsibilities
- Direct supplier relationships and related performance on a day to day basis to ensure that IT delivery plans are developed, progressed and realised to enable business related process and IT design to be successfully developed against stated business outcomes.
- Assuring the development of end to end project delivery plans
- Reviewing requirements elicitation and business sign-off to ensure requirements are in line with standards set by Solution Design
- Ensure the IT design is delivered to business requirements and specification, validating costings, assuring environment provisioning and evaluating project delivery planning
- Managing related business IT risks and issues for resolution, escalating if necessary
- Leading periodic project assurance reviews and checkpoints
- Providing IT Project delivery expertise, daily direction and business IS knowledge and direction to assist the Suppliers and Solution Integrators to achieve IT designs consistent with business change design
- Mange the project governance and reporting through chairing regular project checkpoints
- Commercial governance and performance of the supplier
- Assuring the development of end to end project delivery plans

Outputs/Deliverables to be achieved
- You will directly be accountable for associated supplier delivery plans to ensure that required business outcomes are delivered within agreed time, cost and quality standards.
- Managing supplier engagement for defined end to end project deliverables, ensuring Suppliers deliver to agreed Time, Cost, Quality against which supplier performance is managed appropriately, deliverables signed-off and approval for payment of invoices.
- Directing the use of appropriate review mechanisms and assurance criteria to review deliverables including key project governance management deliverables; ie undertaking regular Project Checkpoint and Project Board reviews with senior stakeholders.
- Accountable for the assurance of all related activities for IT application development, and delivery of related IT components, ensuring that software, hardware environment provisioning and infrastructure is delivered within the IT change life cycle, governance, appropriate delivery methodologies and commercial vehicles.

Skills/Experience Required

Essential:
- Experience of managing supplier delivery of large IT solutions in a major, complex, multi-supplier environment.
- Ability to understand and interpret IS and related IT environment proposals
- Proven experience in the development, management and implementation of plans for a large-scale enterprise IT architecture programmes in a large and complex multi-supplier/multi-platform environment. - An experienced IS practitioner with a strong knowledge and understanding of both Business Change and Agile/Waterfall delivery methodologies as well as IS development life cycles coupled with practical experience of IS development and delivery management. Extensive experience of managing senior stakeholder relationships (up to and including Board level) effectively
- Track record of negotiating with and influencing suppliers and colleagues to reach successful outcomes

Formal Qualifications Required
Essential: A Project Management Qualification (eg APMP or ISEB Certificate in Project Management) or related degree level or equivalent track record of accomplishment and extensive experience in project delivery and/or supplier management.
