Sub Contract Manager - Aviation

Sub Contracts Manager required for a leading Aerospace organisation based in Cheltenham to support the growing Avionics Controls Interface Products (CIPS) and Displays business in the out-sourcing of engineering, technical tasks. Seeking a high calibre Technical Sub Contracts Manager with previous experience of dealing with Technical Work Packages, 4-5 years experience of Sub Contracts Management within an Engineering environment and stakeholder management.

ESSENTIAL SUB CONTRACT RESPONSIBILITIES:

- Proactively liaising with Engineering Project Teams, ensuring the technical Statement of Requirement and Statement of Work in terms of Systems and Software, electronic design (Hardware) and Test disciplines are sufficiently robust in definition to minimise risk in the procurement of external goods and services.
- Support the tender evaluation process in terms of assessing a Supplier's technical compliance to requirements, their manufacturing, resourcing and facilities capability, and their ability to implement effective Project Management, Risk Management, Change Management and Configuration control. Supporting the Sourcing team in contractual negotiations regarding the impact of any specification changes through the procurement process.
- To manage the engineering interface between our Subcontract Suppliers and the business, acting as the primary technical point of contact and focal for the procured works.
- To establish, agree and proactively manage the engineering development programme, maintain budget control and manage changes to the technical baseline with the supplier.
- Lead monthly Subcontract Reviews (including, as appropriate, corrective action plans), with the aim of managing the Subcontractor to an agreed technical requirement, development schedule, milestone delivery programme and quality criteria using applicable metrics and Key Performance Indicators (KPI's)
- Independently assess that technical milestones have been achieved and advise Sourcing such that invoices can be approved.
- To ensure the Subcontractor has an effective on-going risk management process in place and is proactively mitigating risks.
- To identify and to pursue opportunities for technical cost saving and risk mitigation throughout the course of the subcontract and to work with the Sourcing team to realise these.

QUALIFICATIONS:

- Engineering degree or equivalent experience.
- Demonstrable experience of managing the outsourcing of major technical work packages and/or equipment design/development tasks having substantial Intellectual Property content.
- Experience with interfacing with all levels of internal and external management/functions.
- Conversant with Project Management tools (MS Project, Excel etc).
- Proven track record that includes working collaboratively with Programme Management and Engineering/technical individuals regarding management of Statement of Work requirements and Subcontractor deliverables.
- Experience in working in the aerospace or defence sector.
- Technical knowledge of avionics hardware/software development processes and certification
