Projektbeschreibung

To provide a high quality on-street inspection service, ensuring the highest possible levels of environmental quality are delivered in accordance with the authorities priorities and the needs of residents, business and stakeholders

Principle Accountabilities

-

To provide an on-street visible presence to ensure the highest standards of management and maintenance of the external physical environment area attained, in line with the authorities expectations.
-

To monitor the public highway in a systematic way in order to ensure the contractors operating on behalf of the service area undertake their duties to a satisfactory level.
-

To work in partnership with the contractor's, statutory undertakers, contract management team and colleagues to ensure resource input levels are deployed as set out in the contract method statements and that agreed service standards are being achieved.

To report all service failures (with photo and written evidence) to the contractor/relevant in-house service provider and line management where appropriate to ensure service recovery is achieved.

To carrying out inspections of the Highway or other areas in accordance with the Council's powers and duties under the Highways Act 1980, the New Roads and Streetworks Act 1991 and the Traffic Management Act 2004.

To work with the contractor/in house service provider and other stakeholders to ensure barriers to service delivery are removed.
-

To use hand held and any other technology which enables the effective communication and recording of information to achieve the performance targets set by line management which in turn inform the Directorates/Authorities service performance indicators.

To make recommendations for service variations, aimed at improving the quality and efficiency of service.
-

To post inspect reported service failures within the rectification periods set out in the respective contract to confirm service delivery or failure. Where service failure has not been satisfactorily rectified the problem will be recorded (with photo and written evidence) and appropriate action will be taken by the officer in keeping with the rectification and default mechanism. Repeated service failure will be reported to line management with the appropriate written and photographical evidence.

To be responsible for reporting street related defects eg street cleansing, Highways maintenance and commissioned work are carried out in accordance with set procedures, contract conditions and guidelines.

To report incidents of enviro-crime including but not exclusively; illegal deposits of waste, licensing infringements, large fly tipping, etc to the appropriate enforcement team.

To report abandoned and untaxed vehicles in their geographical area.
-

To undertake project work programmes to improve environmental quality as required.
-

To provide cover for colleagues during periods of planned and unplanned absence.
-

To work flexibly to cover weekend working in a regular rota and work occasionally outside normal core hours in a planned manner.
-

To positively promote the services in Public Realm and engage the public with a view to improving their environment.
-

To participate in projects which lead to significant improvements in the environment within their defined area.
-

As required to participate in appropriate research and development of activities/trails aimed at contributing to continuous service improvement in the context of the quality of the environment.
-

To resolve or seek assistance to resolve issues arising within their area affecting Environmental Service and Highways by maintaining a common sense approach, awareness of correct procedures and processes, community needs and internets of the Council.

To undertake systematised and spot check monitoring/auditing of contract service delivery through an identifiable/visible and mobile patrolling and other means, including the use of CCTV.

To resolve issues within their area of responsibility affecting Environmental Services and Highways by maintaining a common sense approach, awareness of correct procedures and processes, community needs and the interests of the council.

To ensure all appropriate aspects of Health and Safety are adhered to as directed. This includes being involved in undertaking equalities impact and risk assessments.

To act as an ambassador and advocate for the business unit and directorate/council, including the production and presentation of appropriate information to local forums.

To represent the authority at public meetings including those out of normal working hours.
-

These duties may be varied from time to time in accordance with the needs of the service, and in particular during civil emergencies when it may be necessary to extend these responsibilities to meet the needs of the council.

To establish links with all public realm managers including Lambeth housing, Parks, private estates, British Rail etc. within their area to offer help and best practice advice to ensure all land is maintained to the highest possible standard. As required by line management to participate in appropriate research and development activities that will contribute to and drive continuous service improvements in the context of the quality of the environment.

To actively promote and uphold the Council's Code of Conduct, FRESH Values, Priorities and customer service standards.

To take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes, amongst others; Management Compliance Charter, Environmental Policy, Data Protection Act, Race Equality Action Plan, Quality Assurance Plan, Health & Safety, Sustainable Construction and Recycling.

To take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations.
