Our client is a local authority within Manchester and they are looking for 2 experienced Project Managers within their Social Care strategy teams. One role will be around Children and the other around Adults. The successful candidate for each role will support the Lead Strategy Manager in the delivery of project related to quality and improvement across the division. The successful candidates will have Project Management experience within fixed timescales and an understanding of the current Social Care agenda for change, with knowledge of safeguarding.

Applicants should be in possession of an enhanced DBS and registered with HCPC.

Key Role Descriptors:

The role holder will take direct responsibility for the successful delivery of a programme of key strategic projects to specified levels of time, budget and quality and work within a multi agency environment, working closely with other sectors. They will also be the main point of contact on issues from stakeholders such as local Councillors within their service area.

The role holder will be responsible for effectively managing risks and work effectively within a clear framework of accountability. To support this, the role holder will develop a strong performance management culture that links to individual or team aspirations, business goals, local need and contributes to public sector reform.

The role holder will provide effective leadership and management to professional Social Care staff and partners. They will be responsible for planning and managing resources within a service area, ensuring they work with peers and partners across the city to effectively deploy resources where the demand dictates.

The role holder will monitor the provision of service in accordance with the changing demands and new statutory responsibilities through the effective use of the performance management framework.

Key Role Accountabilities:

Deputise for the Strategic Lead by providing strategic leadership for continuous improvement within the service in line with statutory responsibilities and embracing corporate priorities and initiatives.

Roles at this level will be required to manage a range of assigned resources, which may be human, financial or other, to ensure continuous improvement in service delivery. Staff management duties may be either through direct line management of a team (including appraisals, performance management and other duties) or through Matrix management of a virtual team of officers.

Effectively influence the behaviours of partner and stakeholders in a multi agency environment to support the development and implementation of public sector reform.

Develop, implement and be accountable for effective quality assurance and robust performance management to ensure the achievement of the services' objectives.

Through performance monitoring challenge the way services are delivered and establish options for improving performance to ensure high quality of service delivery..

Through highly effective communication engage and deliver a culture of collaborative working across the service and with other statutory services, partners, stakeholders and clients to achieve the strategic and operational objectives of the service.
