Background Our Central Government client has a 3 - 4 month requirement for a Strategic Communications and Business Engagement Manager. Cyberspace is vital for the UK's economic prosperity, national security and for our way of life. It brings many opportunities for businesses and people, but also threats from cyber crime which must be addressed. The National Security Strategy, published in 2010, ranked UK cyber security as a tier 1 national security priority, and the Government has committed £650m over the course of this parliament to the transformative National Cyber Security Programme (NCSP) to bolster its cyber defences. The Cyber Security Strategy, published 25 November 2011, sets out how the UK will support economic prosperity, protect national security and safeguard the public's way of life by building a more trusted and resilient digital environment. The Strategy also makes clear how the £650 million investment through the NCSP is being used and which Departments are responsible for which actions. The Department is playing a central and unique role in the programme, working closely with other government departments and agencies to improve the business response to the cyber security challenge. Main Duties/ Responsibilities The strategy outlines four objectives: 1. Making the UK one of the most secure places in the world to do business in cyberspace 2. Making the UK more resilient to cyber attack and better able to protect our interests in cyberspace 3. Helping shape an open, vibrant and stable cyberspace that supports open societies 4. Building the UK's cyber security knowledge , skills and capability This post supports the delivery of the first objective and specifically:  Will be responsible for providing specialist communications support to the Cyber Security policy team, central communications and other government departments to ensure that we are joined up and achieve maximum impact from our communications activities, including maximising potential media opportunities and working with stakeholders. [across the duration of the posting]  Will work with partners to produce a communications audit and identify gaps in coverage of cyber security support to businesses. [weeks 1 and 2]  Will feed in to the development and strategy of a National Fraud Authority campaign targeting individuals and SMEs running 2013-2015. The Department will have to bid for future resource from the National Cyber Security Programme (NCSP) and that will be one of the jobs of the small team being put together by NFA. [across the posting]  Will develop a strategy and plan for a targeted communications 'campaign' to larger businesses that meets the cyber security programme objectives. Use this to prepare a business case, steer that through ERG the Efficiency Reform Group at Cabinet Office and Cyber Security Programme governance and implement (taking into account procurement options). [length of secondment]  Will lead on developing a series of case studies to highlight approaches that businesses are taking in order to tackle a range of cyber security challenges. The case studies will be targeted at businesses of all sizes across sectors. This will include taking fragmented collateral and writing up the case studies in a compelling and business friendly way [1 months] Skills/ Experience Required Essential * Understanding of Government communications and procurement structures * Understanding of issues around propriety in Government and working with other Departments and Government bodies * Experience of campaign planning, engagement and delivery * A strong track record in developing successful, innovative solutions to challenging communication problems within a climate of reduced spend on marketing and communication * Effective communication. A proven ability to identify the 'bottom line' quickly and turn that into jargon-free key messages for public and business consumption * Experience in developing appropriate evaluation strategies to assess effectiveness of activity. * Building and sustaining relationships. Strong relationship management and rapport building skills, with the ability to build and maintain effective working relationships with a variety of individuals, irrespective of their seniority * Team working is essential. You will work closely with Communications and Policy colleagues not only in the Information Economy and wider BIS but across Whitehall in support of the National Cyber Security Programme. * Analysis. You will need to be able to assimilate complex information quickly, think through the implications for objectives and those of the wider National Cyber Security Programme, formulate opinions and recommendations to mitigate risks. Desirable * Understanding of the Efficiency and Reform Group process and what is needed to get clearance for marketing activity.
