BACKGROUND
Our Central Government client is looking to take on a Statistical Analyst to work a 2 week contract based in London. The department are running a programme is aimed at creating a more flexible and responsive Criminal Justice System (CJS) in pilot courts across the UK through a) extending the weekday opening hours, b) opening on weekends and c) using Video Link technology.

The pilots are being evaluated via a three fold approach:
1) a qualitative process evaluation
2) quatitative data analysis
3) costs data analysis

This role is required to undertake the second of these pieces of analysis.

The aim of this piece of work is to generate an estimate of the impact of flexible CJS on the following outcome measures. the timeliness of completed cases which go through pilot courts. average number of hearings for cases which go through pilot courts. technology usage (eg PCVL) in the pilot courts. cracked/ineffective trials in the pilot courts. incidences of 'failure to appear' in cases that go through pilot courts

MAIN DUTIES/RESPONSIBILITIES
The individual will need to work closely with analysts within the Criminal Justice Reform Team and Justice Statistics Analytical Services to agree daily/weekly tasks and conduct the data extraction and analysis outlined below.

OUTPUTS/DELIVERABLES TO BE ACHIEVED
1. Extract and present data from various central databases monitoring in relation to 48 pilots on the following areas. the volumes and types of cases which go through pilot courts. the timeliness of completed cases which go through pilot courts. average number of hearings for cases which go through pilot courts. technology usage (eg PCVL) in the pilot courts. cracked/ineffective trials in the pilot courts. incidences of 'failure to appear' in cases that go through pilot courts Where possible the data will be extracted at case-level using 'flags' that have been put on the system. For some of the data (eg on effective trials) this will extracted at court level.
2. Generate comparison courts which are similar to pilot courts using matching techniques.
3. Assess the impact of flexible courts on the variables listed above and whether these are statistically significant changes.
4. Conduct data quality assurance and exploratory data analysis as required.

SKILLS/EXPERIENCE REQUIRED
ESSENTIAL
- Experience of data protection and administrative data sets
- Experience of experimental design
- Ability to manage and analyse varied data sets using SAS
- Experience/skills in data sampling techniques and selecting comparison groups.
- Experience/skills in analysis for impact evaluation, particularly inference testing.

DESIRABLE
- Understanding of national statistics protocols and pre-release access
- Experience of working in Central Government/Public Sector and project management.

FORMAL QUALIFICATIONS REQUIRED
Essential
- Undergraduate degree (minimum 2:1) with 25% statistical content (to include inference testing).
- Minimum of 1 year experience working with SAS Desirable 5 years minimum professional experience working with data and statistics

ADDITIONAL COMMENTS
- Preference will be given to applicants who hold valid SC clearance.
