Duration: 12 months

Location: Columbia, SC

Business Analyst with data analysis - Resume must show BA and data analysis experience. C2 is required.

(1) Data Analysis is now only highly desired.
(2) Manager will consider candidates who do not have a Bachelor's degree BUT candidates need to have the extra 4 years of work experience to qualify for a Sr. BSA II level.
(3) Manager will consider candidates who have 6-7 years of BA experience BUT the bill rate needs to reflect this. Please refer to the target rate sheet.

JOB DESCRIPTION:

Interview customers to identify system needs
Document user needs identify systems impacted by necessary changes
Perform usability studies to recommend user interface and reporting changes
Monitor and interpret government mandates to identify additional process or system functionality or changes necessary to existing
Actively resolve day-to-day technology needs of the business unit with a focus on the analysis of processes - dissecting problems and suggesting solutions, including complex systems process analysis, design, and simulation
Leverage knowledge of IS solutions and business support improvements as well as industry requirements to identify, propose, and influence customer business solutions
Identify marketing opportunities for potential customers and present systems and services products as solutions
Develop and maintain relationships with internal and external customer management, testers, and users as well as other IS staff and management
Facilitate communication between business units and IS to negotiate agreements and commitments
Assist in the business process redesign and documentation as needed for new technology
Participate in continuous review and update to ensure that processes meet changing business unit conditions
25% Elicit and document user requirements to meet a business objective. Sets customer expectations on feasibility. Identify and validate requirements and organize the information into a logical document using business analysis models that are understood by the customer and Information Systems.
25% Act as the Subject Matter Expert for one or more lines of business on various projects. Mentor less experienced business systems analysts.
10% Ensure understanding of why the business solution was chosen and guide both technical and customer departments in the development of the systems.
10% Facilitate the transfer of knowledge about the "big picture" direction of the business units to others who support them. Provide guidance to less experienced team members so they can transfer this knowledge to technical departments.
10% Ensure the accurate deployment of solutions through review of problem logs, assisting with test plans and test matrices, and other analysis activities.
10% Provide the business direction for system changes.
10% Validate the business need for solutions to business problems and process improvements.

It is preferred the candidate want to stay at BCBS long-term because this is a multi-year project.

Candidates must also be self-motivated because this is not a micro-management type environment.
