Specification Manager - Rail

My client are a public sector organisation keen to take on a Specification Manager for a six month contract based in London.

Key responsibilities for the Specification sub-team will include:

Drivers of demand or growth
The links between specification and subsidy/premium
Proactively managing external technical advisers who are engaged to provide operational, commercial and economic advice;
Developing and maintaining business case
Producing the specification and priced options sections of the ITT

Applicants should be able to demonstrate experience in most, and significant experience in some, of the following areas:
Financial, commercial and operational characteristics of the UK rail industry and in particular of passenger rail franchises;
Procurement of complex service delivery through contractual relationships;
Economic and financial appraisal;
Managing external expert advisers;
Engaging and working constructively with a range of external stakeholders.
