SPECIALIST IN UNIFIED COMMUNICATIONS AND VOICE OVER IP DOMAINS (VOIP)
Start date: ASAP

Price: +-515 Euros - Euro per day on 5 year Contract duration
(Extensions will cater for any inflationary adjustments)

REQUIRED PROFILE: TCES (TECHNICAL CONSULTANCY ENGINEERING SPECIALIST- LEVEL 2)
CONTEXT/INTRODUCTION AND OBJECTIVES
In June 2012, the management of the CLIENT has approved the launch of a Unified Communication project. This project consisted of a functional pilot in the production environment and we are seeking a Specialist in Unified Communications and Voice Over IP domains (VOIP). It was also composed of a technical and economic evaluation of the implementation of such a solution in the complex technical and organizational context of the Commission. This assessment took into account the overall cost for maintaining a perfect stability of the unified communication services.
The main objective of the project is to facilitate the sharing and collaboration in order to increase both agility in solving problems and challenges, but also to boost innovation.
The approach was not to conduct a global survey of needs but rather to implement a product, to facilitate its usage and then ask users to identify business benefits from unified communication facilities. Users were also asked about the quality of the tool and its integration in the office context in supporting the sharing and collaboration objectives.
The future solution should also be capable of supporting the existing and future telephony services.
In this context a Technical Consultancy/Engineering/Specialist - TCES Level 2 profile, with high-level knowledge in Unified Communications and Voice Over IP is required in order to help THE CLIENT in the preparation and the writing of the Call for Tender. He/She will also participate to the following phases after the launch of the Call for Tender while supporting the current infrastructure still in place.
DESCRIPTION OF TASKS
The contractor will have to perform the activities as listed below:
Provide relevant advice to the call for tender, based on his/her previous experience in the implementation and/or technical management of a unified communication solution appearing in the leading Gartner quadrant. This also includes advice on the evaluation of the service quality and the operating cost of the future solution.
The Specialist in Unified Communications and Voice Over IP domains (VOIP) is to Organise and participate in meetings and Organize workshops with the different teams to write the technical specifications
The Specialist in Unified Communications and Voice Over IP domains (VOIP) will write the required documents as stated in the deliverables section.
The Specialist in Unified Communications and Voice Over IP domains (VOIP) will provide Documentation of all project-related activities: the proposed solutions, detailed design, test plans, test results, meeting reports.
WORK ENVIRONMENT/CONDITIONS
All activities will be performed on-site in the Commission's premises, mainly in Brussels but also in Luxembourg. A PC of the Commission will be at his/her disposition in the offices of the CLIENT C4 in Brussels to enable him/her to work on a professional way. This equipment will be connected to the Intranet and Internet.

The required level of education, knowledge, skills and experience are:

KNOWLEDGE AND SKILLS
Deep technical knowledge of the telecommunications protocols and VOIP technology, in particular SIP, H323,LAN, VPN, WLAN, QOS mechanisms and security protocols.
Knowledge of the main vendors' hardware and software products in the VOIP domain.
Ability to manage complex projects involving different business units and vendors.
Ability to produce high-level documents, detailed technical documents, presentations.
Excellent written and oral communications skills, both in English and French.
Customer- and results-orientation.
EDUCATION & EXPERIENCE
Civil or Industrial Engineer or practical experience level proving the capacity to fulfil the requested service.
At least 8 years of experience in the Telecommunications domain.
At least 5 years of experience in complex Project Management and complex business environments.
At least 5 years of experience in the VOIP domain.
At least 3 years of experience in security in the Telecommunications domain
