SOURCING SPECIALIST/ANALYST NOVATO, CA CONTRACT OPPORTUNITY

The Sourcing Specialist/Analyst will execute procurement projects that range from simple to complex, from start to finish, including but not limited to: sourcing requests validation per client guidelines, requirements analysis for the bid packages, communicating with client requesters to close any data gaps, preparation and publication of the package to the identified suppliers, following up with suppliers to ensure adequate participation and summarizing proposals back to the requestor, and working with the legal team to ensure a robust agreement that hold suppliers accountable for performance is executed.

KEY RESPONSIBILITIES/JOB DUTIES:

- Provide sourcing services (RFP, RFI, RFQ) for internal clients based on predefined service levels, managing 5-12 simple to complex IT sourcing projects simultaneously.
- These sourcing projects will include software, hardware and technology professional services.
- Lead and execute the sourcing process from start to finish, eg RFx development, data analysis, through appropriate governance.
- Evaluate project scope and determine sourcing approach and methodology to be applied; develop and/or customize various templates including RFx, pricing, and proposal evaluation.
- Perform in depth analysis of proposals submitted, draw conclusions, prepare comprehensive summaries, and present back to the client in a concise manner.
- Develop and maintain comprehensive project documentation.
- Conduct financial and market analysis of supplier products and/or services.

DESIRED SKILLS AND EXPERIENCE:

- Strong sourcing skills, including sourcing methodology, RFx development and management
- Excellent negotiation and strategy skills
- In-depth knowledge of contract types, sourcing methods and procedures, performance incentives, contract law and procurement tools
- Demonstrated experience concluding on complex high dollar service agreements; leads negotiations teams effectively through complex negotiations
- Cultivate and develop effective relationships through strong customer service orientation including demonstrated issue resolution and relationship management skills
- Strong analytical skills and ability to work with data in Excel using pivot tables and various other key Excel functions to analyze, organize, and present data as well as process qualitative data
- Self-directed and detail-oriented
- Excellent project management skills including project planning, time management, multitasking, critical path definition
- Ability to effectively integrate and coordinate program and practices with business, legal, and finance to ensure (i) establish and maintain adequate controls (ii) compliance with governmental regulations and partnership contractual requirements (iii) utilization of best business practices
- Record of delivering results in time, ability to proactively identify and address key bottlenecks and constraints
- High business and communication skills, ability to clearly advise senior management regarding sourcing strategy and planning
- Confident presence in person and over the phone
- Strong experience with a diversified range of technology products and services
- Understanding of external market assessments and economics for best pricing and service mix for IT goods and services

REQUIRED EDUCATION AND EXPERIENCE:

- 4 year degree or CPM Certification
- Advanced degree preferred
- 4+ years of sourcing experience in operational, contracting, procurement, sourcing or IT management

Work schedule: Standard (M-F 8:30-5) in Novato, CA
