SOFTWARE/HARDWARE BUYER

1 YEAR+ CONTRACT

The hiring manager needs a candidate who has experience working with the Federal Government in IT procurement, buying for or on behalf of the Federal Government.

EDUCATION:

- High School Diploma or equivalent (Required)
- 4-year Degree in Computer Science or Business (Highly Desired)

EXPERIENCE:

- Purchasing, finance, and/or budget management experience. (Required, 3 years)
- Deep knowledge AND experience working under the Federal Acquisition Regulations (FAR) (Required, 3 years)
- Experience working in a large organization (Required, 3 years)
- Knowledge of and experience buying IT hardware, software and services. (Required)
- Experience buying for or on behalf of the Federal Government in the IT procurement (Required)
- Strong negotiation skills. (Required)
- Experience working with IBM Smart Cloud Control Desk or Maximo (Highly Desired, 2 years)

RESPONSIBILITIES:

- Purchase IT hardware, software and services that meet the needs of the business.
- Minimize price and maximize cost improvement.
- Participate in and/or lead RFIs, RFQs, and RFPs.
- Meet SLAs.
- Engage in the entire Req-to-Pay process.
- Ensure on-time delivery of equipment.
- Facilitate prompt payment.

SYSTEMS:

- The incumbent will use IAMS, ITAMM, and INFOrm but will not have ownership of any system.

PRIMARY WORKING RELATIONSHIPS:

- Work with all levels of the organization and its subsidiaries.
- Also work extensively with the Association and representatives of the Federal Employee Program who interact with the Federal Government's Office of Personnel Management (OPM).

WORKING HOURS/CONDITIONS:

- Normally, a 40-hour week is required.
- However, there are occasions when overtime is required. This may include weekend work.
- Will be expected to answer cell phone during off-hours and respond appropriately.

JOB DESCRIPTION:

- (45%) Prepares, distributes, receives, analyzes, and awards bids using a formal bid process such as requests for proposal (RFP's) and requests for bids (RFB's). Purchases assigned commodities. Researches invoices for payment. Makes recommendations in the selection of goods using a formal bid process.
- (25%) Serves as the corporate small business liaison officer, overseeing the program as well. Collects, maintains, and verifies supplier registration files.
- (15%) Assists government groups in the preparation of subcontracting utilization plans. Prepare and submits forms for all government contracts in a timely manner.
- (15%) Collects and analyzes data on potential business partners. Identifies, develops, and negotiates new opportunities or partnerships for the company.
