Social Researcher

SOCIAL RESEARCHER with good FINANCIAL AWARENESS required for 8 WEEK CONTRACT with PUBLIC SECTOR organisation in EDINBURGH.

Duties:

- Consider the impact assessments carried out for the Land and Buildings Transaction Tax (LBTT) Act and for the Scottish Landfill Tax (SLfT) Act
- Understand current and proposed tax processes, including getting to grips with current and proposed legislation
- Establish relevant evidence base for the two taxes and the related tax processes (demographics, taxpayer base, current processes and their impacts on equalities and human rights)
- Work closely with the lead on the EQIA being developed specifically for the Revenue Scotland and Tax Powers Bill
- Work closely with the project leads in Registers of Scotland and the Scottish Environment Protection Agency (LBTT and SLfT respectively) on their contributions to the equalities impact assessment
- Scope out any gaps in the evidence relevant to the two taxes and associated operational processes and propose actions to fill the gaps; negotiate and deliver on actions to fill gaps.
- Work with the IT manager, RS Head of Systems and Policy and the Bill legislative lead on the proposals for delivering tax collection and management and ways to assess the impacts (equalities, human rights)
- Assess the impacts
- Propose modifications based on the evidence, where this is appropriate
- Write up the evidence and analysis, stakeholder work, proposed modifications and assessed impacts to a publishable standard, by the end of the 8 week contract.

Essential Skills:

- Qualification at graduate or postgraduate level in social research
- High level of written and spoken communications skills and comprehension skills
- High level of numeracy and experience of working on financial issues
- Experience of working in or on operational policy
- Experience of Scottish Government
- Experience of the standard suite of IT packages
