Senior Site Cost Engineer

ACCOUNTABILITIES

Key activities and accountabilities will include:

Establishing Project Baselines and Cost Management Framework on brownfield or greenfield execution sites. This could be from first principles or working in a client/owner role in conjunction with EPCM or Engineering Contractors.

Develop, implement and maintain the project specific CBS (Cost Breakdown Structure) and WBS (Work Breakdown Structure) and underlying CTR (Cost, Time, Resource) structure, populate with budget information and secure CTR owner sign-offs.

Implement and maintain Cost Control Processes including: Commitment planning and recording/reporting, VOWD, Cost forecasting/phasing and Earned Value consistent with the company procedures.

Liaise with project engineer, project accountant and contract engineers, collect and maintain up-to-date project.

Prepare cost reports and monthly project leadership team reports, including conducting project manager/budget holder reviews and publish.

Establish and Maintain Change/Trend and Contingency Management for assigned projects/contracts.

Prepare realistic and achievable forecasts, review with budget holders and project management. Challenge unrealistic plans and completion/delivery dates.

Review contractor cost reports and progress on site. Analyze data and provide outcome.

Develop ad-hoc reports and presentations as required by the project.

Contribute to maintaining a process/system for capturing critical site project data for historical reporting.

Contribute and support the development of Project Initiation Notice/Investment Memorandums, Tender Committee submissions and Annual Business Plans.

Contribute to setting-up and maintaining a cost control and reporting system.

Ensure alignment of forecast with project schedule and project business objectives.

Develop Iraqi staff through training in cost Engineering tools and techniques.

EXPERIENCE AND QUALIFICATIONS REQUIRED

Technical Degree and/or Certification as a Cost Engineer or equivalent experience.

Minimum of 8 years experience in project services, cost engineering and/or project engineering positions in the Oil & Gas industry

Excellent analytical, oral and written communication skills.

Fully versed with Cost Engineering/Risk Tools. Experience with PRISM Cost Engineering tools and SAP an advantage

Project execution practical experience (eg engineering, controls, C&P, construction, shutdowns), including on site roles.

Experience in JVs and/or execution in remote/developing locations will be an advantage.

Knowledge of Arabic language is an advantage but not essential.

Team player with good interpersonal skills and track record of being self-motivated.

Able to work across multiple projects largely unsupervised and deliver results within challenging deadlines and under pressure.
