Senior Project Officer - State Government (S36)

Based out of Sydney's inner west, this government organisation is looking for a Principal Project Officer to help out with a major policy reform project.

The focus of this role will be on Contracting, Quality, and Continuous Improvement. Initially until 30 June 2013 with possibility of extension thereafter.

The position will lead and manage development and implementation of a key reform strategy.

ESSENTIAL SKILLS AND EXPERIENCE:

- Demonstrated knowledge and experience of contracting and performance management by Commonwealth/State Government of large NGO funding programs and relevant funding and procurement policy.
- Demonstrated knowledge and experience in designing and implementing procurement processes for Commonwealth/State Government to drive reform in large NGO funding programs.
- Demonstrated knowledge and experience designing and implementing quality assurance and accreditation systems in large NGO funding programs for Commonwealth/State Government.  
- Demonstrated high level conceptual and analytical skills and track record of providing accurate and timely strategic policy advice related to contracting, quality and continuous improvement of large NGO funding programs.
- Demonstrated knowledge and experience designing and implementing program evaluations of large NGO funding programs.
- Experience leading system or large scale organisation change.
- High level demonstrated experience in project management and demonstrated capacity to multitask and to deliver under pressure.
- Excellent communication and negotiation skills with track record of high level and contentious stakeholder engagement to drive reform.
- Demonstrated experience in public policy development and knowledge of whole of government processes.
- Experience leading and managing a small team.
