Projektbeschreibung

Division of Public Health, Project Management Office, is seeking qualified candidates for the position of Senior Project Manager.

Reporting to the Division CIO and the Director of the Project Management Office, the selected Sr. Project manager will have responsibility for overseeing the development and implementation of several collaborative projects within the Division of Public Health. Working closely with executives, business owners, and Users, in identifying and coordinating project resources including contractors and vendors and developing and maintaining project documentation including project plans, schedules, budgets, and reports. The Sr. Project Manager for Public Health works closely with executive management and leads diverse teams of consultants and employees representing multiple organizations in a highly visible and changing project environment with aggressive timelines.

Other responsibilities include:

- Assuring that project management standards and methodologies are applied to all aspects of the project life cycle
- Assuring that projects are completed according to plans and within budgetary constraints
- Developing and maintaining all project management documentation including all project plan components and artifacts.
- Integrating all project phases to ensure success
- Implementing web-based technology solutions
- Consolidating multiple Legacy systems into one web based solution
- Overseeing the development of the functional and technical requirements including development of Use Cases, and the redevelopment of Business processes
- Providing status reports and identifying risks and mitigation strategies
- Developing and implementing communication plans including reporting to Federal, State and County partners
- Directing development and maintenance of total cost of ownership budget for all projects
- Ensuring projects meet DCH and Public Health strategic business goals
- Effectively communicating resource needs and project issues to management in order to ensure appropriate project resources
- Directing the development and implementation of changes as necessary to ensure that projects remain within specified time, cost and scope, while adhering to outlined quality objectives
- Managing project issues, assessing project risk, and developing and managing risk mitigation strategies
- Participate in the development of requests for proposals (RFP), serve on vendor proposal evaluation teams, and oversee vendor performance. Through implementation
- The creation of the Business process re-engineering of the entire Vital Record organization
- Creation of and overseeing of training plans

Qualifications

- Completion of Bachelor's degree in Business Administration, Information Technology, Public Administration, Management Information Systems or a related field from an accredited college or university and 10 years of experience that includes the following: Project management certification
- Managing projects with known project management and quality management methodologies (ie PMBOK, CMM, 6-sigma) including problem/change management
- Three years of experience working with government agencies and public health initiatives.
- Experience in systems integration and Business modelling

Preferred Qualifications

Preference will be give to applicants who, in addition to meeting the above requirements, possess one or more of the following:

- Project Management Professional certification (PMP)
- Experience overseeing multiple concurrent projects
- Strong technical writing and verbal communication skills with a customer service orientation
- Proficiency in Microsoft Office 2003, and/or Office 2007 which includes Word, Excel, PowerPoint, Front Page, Visio 2003, Project 2000, Access and Visual Basic, Internet Explorer, GroupWise and/or Outlook
- Demonstrated knowledge of state and federal acquisition regulations and federal grants
- Experience in translating business needs into technology solutions
- Direct experience in implementing IT systems for large state and local government entities
- Ability to work with a variety of business units that include business executives, field workers, system developers, quality assurance teams, production staff, other agency staff, advocates, and federal agencies
