SENIOR PROJECT MANAGER - SACRAMENTO, CA

Job Summary - This 6 + month contract opportunity is for a Senior Project Manager role within a government sector. The individual in this role will primarily be responsible for the following:

PROJECT SCOPE/TASKS

The Project Manager will perform the following activities/tasks:

- Facilitate and coordinate project team meetings discussing schedule, risks and issues for the project
- Facilitate and coordinate management meetings discussing any risks and issues to ensure timely resolution
- Coordinate and facilitate discussion regarding information needed from the organization.  Coordinate the development of requirements and the submission of Change Requests for the development of reports and automated delivery of data
- Manage and update project schedule ensuring critical tasks are completed including development of pro forma statements

In addition, the Project Manager will perform the following general project management activities/tasks:

Project Planning

Develop a PROJECT MANAGEMENT PLAN DOCUMENT. The project management plan will include at minimum, the Contractor's approach for completing the work, and will include the basic plan subcomponents, such as project communication, risk management, change management, and schedule management, etc.

- Develop the DETAILED PROJECT SCHEDULE. The detailed project schedule will include the activities required to complete the deliverables, dependencies, durations, completion dates and resources.
- Conduct a thorough risk identification and analysis, and document the identified risks and corresponding responses in a risk log.
- Develop all necessary project plans utilizing Project Management Methodology - including but not limited to;
- Prepare and deliver Project Kickoff meetings
- Project Execution and Control
- Provide day-to-day Project Management to include monitoring and facilitating progress, resolving issues and risks, ensuring product quality, and communicating appropriate information to all stakeholders in a timely manner.
- Provide first level review and approval of project deliverables and ensure customer approves deliverables
- Provides support and direction to the project team
- Facilitates the analysis, documentation, and approval of changes to scope, schedule, and budget using project change control process
- Manage project schedule
- Manage and identify methods to resolve issues effectively and escalate issues that cannot be resolved at lower levels
- Manage risks and provide risk mitigation/contingency plans as needed
- Prepare and provide status reports on a recurring basis to Project Sponsor
- Conduct recurring project team meetings and review issues and risks during each team meeting
- Manage the project according to plans and objectives; take appropriate action if project deviates from plan
- Coordinate with ITSB technical areas to acquire any technical resources, input/feedback, required to accomplish the project
- Oversee transition of the final product to maintenance and operations
- Project Management Administrative duties
- Establish and maintain project related documents throughout life of project
- Identify and obtain necessary project resources using internal processes
- The Project Manager is expected to thoroughly understand the PMO project status indicator practice and utilize throughout the life of the project, to accurately set overall and individual status health indicator colors (Red, Yellow, Green)
- Project Closeout
- Develop lessons learned document
- Compile all final project documentation

KNOWLEDGE TRANSFER

Provide knowledge transfer to other staff including preparing documentation that facilitates the transfer of knowledge relating to the deliverables specified in this Statement of Work

- Ensure all project documentation is stored in shared network drive for staff access
- Prepare and provide lessons learned to key stakeholders

MINIMUM QUALIFICATIONS

The following minimum qualifications are required for this engagement:

- Minimum of five years of broad and extensive project management experience
- Must possess a Project Management Professional (PMP) or equivalent certification
- Must have understanding of information technology fundamentals, architecture, and the system development life cycle.
- Must have the ability to reason logically and creatively and use a variety of analytical and research techniques to solve complex problems; analyze situations and propose an effective course of action; analyze data; identify the need for and provide creative thinking related to complex problems, develop and evaluate alternatives.
- Excellent written and verbal communication skills, along with a demonstrated ability to achieve high customer satisfaction in high pressure environment.
- Proven experience working on projects through the entire project life cycle, while maintaining high customer satisfaction.
- He or she is expected to work well with others in a collaborative mode and follow organizations core values.

DESIRED QUALIFICATIONS

The following qualifications are desirable but not mandatory this engagement:

- Experience managing projects involving financial systems
- Experience working on large-scale projects with multiple contributors, numerous dependencies, and a high degree of change
- Proven knowledge of business analysis, process improvement, and relevant experience documenting the current state, business requirements and designing future state models.
