Projektbeschreibung

Roles:

-Serves as the senior and primary project manager for the California Business Connect Project.
-Assists with the day-to-day management of the California Business Connect Project.
-Manages the project in accordance with California Project Management Methodology (CA-PMM), supplemented by the Project Management Institute's (PMI) methodology as defined in the Project Management Body of Knowledge (PMBOK®) in the event that the CA-PMM proves to be insufficient.
-Assists with managing the work of Secretary of State Staff, including, but not limited to, the Secretary of State Technical Leads and Business Leads,
-Manages the Systems Integration Contractor Project Manager, the Information Security Manager contractor, and the Test Manager contractor.
-Assists all Project Staff and performs tasks as directed by the Secretary of State Project Director

Responsibilities:

-Assists in coordinating the work of Secretary of State technical and business leads;
-Coordinates services of the Systems Integration Contractor Project Manager, the Information Security Manager contractor, and the Test Manager contractor;
-Coordinates with the Systems Integration Project Manager to help ensure successful and timely completion of all project deliverables;
-Coordinates and tracks the Systems Integration Contractor's development and maintenance of the master project schedule.
-Tracks actual progress against project schedule and report weekly to the Secretary of State Project Director and Secretary of State Project Manager;
-Coordinates and tracks the Systems Integration Contractor's Project Management  Plan and other Project Plans (Scope Management Plan, Change Control Plan,

Communication Management Plan, Human Resources Management Plan, Risk Management Plan, Schedule Management Plan, Quality Management Plan, Contract Management Plan), and other project management documentation as  needed;

-Develops processes, procedures, and documents that ensure adherence to CAPMM methodology;
-Ensures all project recommendations by project contractors are analyzed, evaluated and implemented or provide analysis and reasoning as to why project contractors' recommendations should not be implemented to the Secretary of State Project Director and Secretary of State Project Manager;
-Prepares monthly Department of Technology Project Status Reports;
-Updates and maintains the CA-PMM Toolkit spreadsheet;
-Prepares Change Requests and coordinates responses regarding scope management;
-Manages project quality to ensure adequate quality oversight of Systems Integration Contractor deliverables and end products:
- Assists Project Director in managing team communications involving the collection and dissemination of project information.
-Attends and provides impromptu reports at periodic project status meetings with the Secretary of State Project Director, or the Project Co-Sponsors.
-Updates and manages the project action item log.
-Provide project status reports regarding scope, quality and schedule during weekly project management team meetings.
-Assists the Secretary of State Project Contract Manager in the Deliverable Review Process.
- Recommends to the Project Director corrective actions to be taken when necessary to keep the project within quality, scope, schedule and budget.
-Records meeting minutes for project meetings when the Project Assistant(s) is not in attendance.
-Plans, guides, and oversees the day-to-day internal activities that support the project;
-Ensures deliverables and functionality are achieved as defined in the project plans;
-Coordinates and tracks the Systems Integration Contractor's development and maintenance of the master Project Schedule and all project work plans.
-Tracks actual progress against the Project Schedule and reports weekly to the Secretary of State Project Manager and Project Director.
-Monitors, identifies and reports project risks and dependencies for the Project Schedule.
-Develops or assists in the development and updating of the master Project Schedule and all project work plans.
-Reviews and evaluates deliverables provided by the Systems Integration Contractor for compliance with best practices, laws, regulations, industry standards and contract requirements.
-Assists the Systems Integration Contractor in developing implementation strategies for organizational change management, production support, information technology training and knowledge transfer, defect and issue tracking, and First Year Warranty and Maintenance.
-Provides implementation management leadership through planning, organizing, coordinating, and monitoring implementation activities.
-Manages risks and issues, including identifying, reporting, and resolving internal and external project risks (in collaboration with the Secretary of State Risk Manager and Systems Integration Contractor's Risk Manager).
-Monitors the Risk Log for impact to the overall project.
-Provides input and suggestions to the Risk Manager and the Risk Management Team on mitigating risks and developing risk actions.

Skills and Experience

-The Project Manager providing services under this agreement must have at least five (5) years of proven experience on a State of California information technology project managing multidisciplinary teams that include technical and business staff, consultants, and stakeholders (such as agency executives, contractor managers and staff, independent vendors, independent project oversight consultants, independent validation and verification consultants, and state staff and vendors).

The resume for the proposed Project Manager meeting this requirement must clearly indicate the specific role they played on the referenced project, the description of the role, and who they reported to.

-The Project Manager must have at least two (2) years proven experience in the role of a lead Project Manager on at least one project of similar size, scope and complexity. The Project Manager must demonstrate experience in all aspects of managing a project - from project start to finish - even if not all on one project. The resume for the proposed Project Manager meeting this requirement must clearly indicate the specific role they played on the referenced project, the description of the role, and who they reported to.
-The Project Manager providing services under this agreement must have proven experience preparing PMBOK-related project plans, schedules, issue and risk management response plans, budget projections and revisions 

The Contractor must provide with their proposal copies of project management deliverables their candidate personally prepared as evidence of their mastery of PMI methods. If the candidate has previously applied IEEE or COBIT industry standards to project management, these may be substituted as PM examples. The resume for the proposed Project Manager meeting this requirement must clearly indicate the specific role they played on the referenced project, the description of the role, and who they reported to

-The Project Manager must have proven experience managing a large scale, integration project that contracted systems development and integration to a separate company. The Project Manager's scope of responsibility for that project must have included management of the systems integration vendor.

-The Project Manager must have experience using Microsoft Office suite of productivity tools including Microsoft Project.
-The Project Manager must possess a current PMP Certificate.
-A California Qualified program certification is a desirable
