Link Technologies is looking for a Senior Programmer Analyst for a contract position in Carson City NV.

EXPERIENCE AND SKILLS REQUIRED

Consultant must:

- Possess specific experience developing and maintaining applications using Microsoft technologies.
- Possess experience managing medium to large size IT projects using project management techniques and tools.
- Be able to demonstrate skills and experience building project plans, project dashboards, communication plan, creating work breakdown structures, doing critical path tracking and successfully implementing projects.
- Demonstrate ability to supervise, mentor and motivate less experienced team members.
- Be a self-starter.
- Possess excellent interpersonal and organizational skills, ability to handle diverse situations, multiple projects and rapidly changing priorities.
- Possess the ability to communicate with clients at multiple levels and from diverse ethnicities.
- Be fluent using Microsoft Office products as well as MS Project, MS Visio.
- Possess a solid understanding of MS SQL Server 2008, Visual Studio 2010, .NET technologies.
- Demonstrate experience with MS SQL database administration, SQL query language and Crystal Reports.

SCOPE OF WORK

Consultant must perform all activities to the agreed upon project plan/schedule. The consultant must:

- Provide ongoing support and enhance two (2) mission critical applications for Aging and Disability Services Division.
- Work with business users to understand the two (2) systems, the business issues and bugs;
- Study and analyze the systems to understand the database structure and internal working of the application;
- Analyze each enhancement request and provide estimates and dependencies involved for implementation of the enhancements;
- Understand the reporting needs for each application and come up with a plan for report development and implementation within the established timelines;
- Create a project plan and timelines for enhancement requests and report development, based on the priorities provided by the users;
- Develop, test and implement the enhancements based on the project plan; and
- Provide status updates to the management and bring attention to issues/roadblocks.

DELIVERABLES

- Consultant must provide the following based on the agreed upon project plan/schedule.
- Development
- Requirements and design documents;
- User Management application software;
- Test Plans and Scenarios;
- Training and Guidelines; and
- Progress and Project status.
- Enhancements to (project) application
- Create new, and update existing, data fields to accommodate existing and future Federal reporting requirements (eg, child outcome data, screening data, email addresses, etc.);
- Modify fill-in data sections to drop down screens;
- Create a word processing component for progress notes;
- Ability to add providers and programs as the early intervention system expands;
- Create uniform data fields;
- Build some reporting templates that can be run by early intervention programs and administration, with user access designations;
- Add feature that allows current forms being used by direct service providers to be accessible through the database as fill-in forms and be able to be saved to child record and printed in Word or PDF format (including Prior Written Notice, Individualized Family Service Plan, etc.);
- Build in a calendar and calculator function that will assist staff in meeting timelines such as 45-day timeline, transition timeline, etc.;
- Create capability of (project) to interface with existing Lytec billing system in order to reduce duplicate data entry;
- Create a field that links the service coordinator to the supervisor so they can see alerts;
- Create an ability to transfer a child in the system from one program to another from a single point of entry;
- Establish a field to create a single child identified for when child transitions to school district;
- Ability to run data labels from parent contact information;
- Data validation capability, required fields have data, highlight missing data, locked fields once data is entered;
- User Notification and Tickler reminder System for Business rules - (project) notifies after the fact; providers want notice before out of compliance' status is reached;
- Dashboard feature that tracks upcoming timelines based on date fields (eg, annual IFSP coming due, transition meeting, etc.);
- User Login Report capability to track user login and provide the ability to lock users out;
- User Manual and on-line help feature. A program desk manual created for training purposes and Help Desk feature available to Part C office to programmer;
- Help desk feature for user that sends an alert to the Part C Data Manager;
- Backup and Archiving Capability - need ability to archive child records on 6th birthday in archive folder and create a database backup system for daily backups;
- Audit trail capability to view changes by date, time, and user;
- Ongoing system support in case of system problems or technical assistance needs;
- Electronic stapling - ability to attach documents from other sources to the child's record (eg, medical records, social service reports, etc.); and
- Comply with Federal and State security and privacy requirements (ie, HIPPAA).
- Bug Fixes for Senior Rx application
- Analyze, troubleshoot and resolve the bugs in the application; and
- Provide users with the ability to upload information into the application.
- Bi-weekly status reports to include, but not be limited t
- Overall completion status of the project in terms of the approved project plan and schedule;
- Problems that were encountered and proposed/actual resolutions;
- Issues that need to be addressed;
- Accomplishments during the period; and
- Activities to be accomplished during the next reporting period.

TRAVEL

If requested by the agency, consultant may be required to travel to a work location outside of Carson City. Consultant will be reimbursed travel expenses and per diem at the rates allowed for client employees at the time travel occurs.
