Senior Procurement Officer/Senior Buyer in Leeds for Government Sector

ROLE: SENIOR PROCUREMENT OFFICER/SENIOR BUYER

LOCATION: LEEDS

DURATION: 6+ Months Initially with possible extension

KEY RESPONSIBILITIES

- Should hold or be willing to work towards the Chartered Institute of Purchasing and Supply (CIPS) Diploma in Procurement and Supply qualification (or equivalent).
- The Crown Commercial Service (Government Procurement Service) has, in the past, set targets that 75 % of "Key" and "Designated" public procurement posts are covered by people with (or working towards) the CIPS standard. The Highways Agency currently has approximately 65 % of such posts covered by people who are either CIPS qualified - or studying. So, it is expected that the successful candidate will either hold or be willing to work towards Membership of CIPS.
- A strong proven track-record in contract development work (with a knowledge of a wide range of contract types and forms and their application to business need) and/or leading major procurement exercises (inviting/selecting tenders, managing contracts) and/or supplier selection.
- A proven track record in working successfully with a wide range of internal and external stake-holders.
- A proven record in making a significant contribution towards developing and improving a procurement function.

THE KEY RESPONSIBILITIES OF THE POST WILL INCLUDE:

- Mandatory: A strong proven track-record in major ICT contract development work, namely.
- Applying and complying with Government ICT Procurement Policy
- Applying and complying with Government Construction Procurement Policy
- Understanding the objectives and principles of the EU Procurement Directives and apply the Public Contract Regulations 2006 in light of case law
- Using Government ICT forms of contract, namely OGC ICT Service 2.3, it replacement the GLS ICT Contract 1.0), as the basis for contract development and the development of the associated schedules
- Developing amendments to fit project specific needs; drafting and reviewing Customer (Authority) Requirements that align the Government ICT Procurement policy and best practice.
- Drafting Instructions to Tenderers using open, restricted and competitive dialogue procedures
- Leading major ICT related procurement exercises selecting/inviting/tenderers, leading the procurement process, managing contracts
- Using NEC contract forms as the basis for contract development and the development of the associated tender and contract documents
- Analysing and advising on tender assessment issues
- A proven track record in working successfully with a wide range of internal and external stake-holders .

PREFERABLE:

- Experience of creating (construction) tender documentation for OJEU procedure, and appropriate contract construction based on NEC terms.
