Senior Procurement Officer/Buyer

Senior Procurement Officer/Buyer; Bedford; 6 months; £370/day

My client a well known public sector organization is looking to recruit a Senior Procurement Officer/Buyer in Bedford for 6 months. The purpose of this role is to procure suppliers for MP and advice on procurement strategy, contracts, procurement policy and procedures and operations to colleagues that include compliance with UK legislation and EU directives. The ideal candidate will manage a team of Procurement Officers and will be reporting to the Group Manager.

Key tasks and deliverables
*Manage the establishment, monitoring and delivery of work programmes to deliver contracts and procurement activities using varied resources, adhering to governance requirements whilst minimising risk and vulnerabilities.
*Encourage improvements in contractual and procurement knowledge and practice across the Agency in line with public sector procurement frameworks.
*Contribute to the management of aspects of the procurement cycle such as stakeholder engagement, market analysis, supplier selection, contract negotiation.
*Represent Commercial & Procurement Directorate - manage the preparation of briefings for external agencies and senior level colleagues when required.

Experience Required
*Procurement or Contract Management experience
*People Management experience
*An understanding of EU procurement regulations
*Literacy in MS Office 2010 software products to enable production/maintenance of a range of complex documents and spreadsheets

Desirable:
*CIPS member
*An understanding of the EU Procurement Regulation
*Knowledge of NEC Contracts

What is the highest level of security clearance required?
*BPSS (DS) - Baseline Personnel Security Standard (with a Disclosure Scotland)
