Background
Our client has a current requirement for several Senior Procurement and Commercial Managers for a 6 month contract based in Leeds. You will be responsible for the delivery and management of major contracts in a leading edge IT environment These are exciting opportunities for high calibre procurement and commercial specialists who seek the challenge and reward of working on major contracts in a complex IT environment. Our client currently managed contracts with a total value exceeding £4bn, and is preparing for a major programme of procurement activity to deliver a series of major ICT contracts.

Main Duties/Responsibilities
Ideally you will be able to demonstrate experience in both commercial and procurement roles as well as demonstrating significant experience of working in senior/leadership roles in the field of large scale, high value, complex contracts (preferably in the ICT field in the public sector). Candidates applying solely for procurement roles will need to demonstrate detailed knowledge and experience of working with the public sector procurement regulations.

Outputs/Deliverables to be achieved
Please find a summary of tasks that you may be required to undertake
. Implementing the procurement and commercial strategy for a specific large scale procurement, addressing lot structure, requirements articulation, commercial principles, risk allocation;
. Develop the structure of procurement processes including working with key stakeholders to develop effective suits of procurement documentation including OJEU adverts, evaluation criteria
. Management of the procurement process, including providing commercial assurance of the process, managing legal input to each of the procurements and commercial interaction with bidding suppliers;
. Delivery of commercially sound and procurement compliant contractual outcomes;
. Procurement/Commercial support for, and assurance of, business requirements - both functional and non-functional - through closely working with business stakeholders
. Commercial support to the project related to the development of management products, business case, briefing notes, stakeholder management.
. Negotiation with relevant suppliers at Director level.

Skills/Experience Required
This is a complex and demanding area of work and we are seeking high calibre candidates with the knowledge, proven professional capability, experience and determination to succeed. You will ideally demonstrate a mix of procurement and commercial management skills. However, experienced commercial managers should still apply for roles that do not require procurement experience.. Significant experience in the procurement and/or commercial management of large scale, complex contracts (preferably in IT in the public sector). Proven experience of effectively leading negotiations with senior stakeholders at supplier organisations. Proven experience of developing complex procurement and/or commercial documentation. Experience of successfully operating change control against major contracts (preferably in the IT sector). Experience of conducting a leading role in large scale ICT managed services procurements and/or contract management in complex organisations, in the Public or Private sector. A detailed knowledge of the commercial and technical aspects of major (£multi-million) contracts, preferably related to technology agreements in the Public sector. Proven ability to develop procurement, negotiating and commercial strategies and successfully deliver these strategies as part of a team

Formal Qualifications Required
Experience in similar commercial and/or procurement roles. Educated to degree level or equivalent experience. Relevant professional qualifications, eg CIPS, Institute of Commercial Management or other membership of relevant professional body (or demonstrable equivalent practical experience)

Additional Information
