Overview of Role:
This post has overall responsibility for the development, integrated Health provision, management and delivery of strategic planning and commissioning of the full range of Social Care Services in partnership with the Senior Commissioning Manager (Social Care) within the People Service, including:

*Services for Older People
*People with Mental Health needs
*Learning Disabilities
*Physical and Sensory Disabilities

This is a county service and needs to balance and understand the future social care needs of the population within the context of existing frameworks and changing priorities arising from demographic, statutory and other changes. The focus will be on developing integrated health and social care commissioning strategies to deliver the national policy agenda in Devon that fits with the move towards an integrated delivery model.

The post will be an integral part of the Adult Social Care leadership team working closely with the other managers to assess evidence of need, share intelligence and inform service direction.

This post will define Joint Commissioning Strategies through needs and market analysis identifying rational and cost effective delivery options. They will be the service expert and lead on service direction and re-design requirements looking at delivery models and options appraisal and drawing in resources with other service areas such as legal, financial, human resources as appropriate. An ability to work robustly, but in partnership with the NHS will be essential.

Through partner engagement and influencing this post will be required to work in partnership to secure multi-agency solutions focussed around the needs of individuals that deliver cost effective and evidence based solutions. They will work with our Key Commissioning Partner organisations in the NHS (including the new Clinical Commissioning Groups), and NHS provider trusts and providing cross organisational leadership where appropriate..

This post will promote the single council approach by forming close working relationships with all Heads of Service to allow collaboration and understanding on commissioning best practice and processes. There will be a strong link to Services to the Community, as well as those within People.

The post will work closely with and advise Elected Members as well as liaising and consulting with Service Users and Carers as part of the co-design approach to Commissioning.

This post will be at the forefront of interpreting, analysing, assessing and reviewing national policy and its application to the client within the Social Care arena.
