Senior HR Manager - Strategy

Responsible for: All strategic teams responsible for Talent Management (including workforce planning and development, member, leadership and management development and positive action) and Employee Relations (including corporate employee relations and compliance, employment policy and procedure etc.).
Main Purpose of the Job
To direct and co-ordinate the work of the Human Resources & Workforce Development Strategy function and provide strategic direction and leadership on matters relating to talent management, employee relations and people management policies. To lead, develop and ensure the effective communication of the strategies, plans and associated policies and practices that contribute to the Council's HR and Workforce Development objectives and supports a performance and service driven culture ensuring multi-disciplinary solutions are provided to the business in respect of talent management and employee relations.
Main duties:
To develop and review practice standards for key employment policies in order to ensure fair and consistent treatment of employees and job applicants.
To develop, lead and implement strategies and action plans in relation to the people management infrastructure of the council.
Knowledge
A comprehensive knowledge of employment law and employee relations/organisational development matters and experience of translating these into effective advice, policy and practice
In-depth knowledge and understanding of diverse communities and how to access them
Qualifications & Experience
MCIPD or the equivalent by experience
Significant experience of leading a professional team in a large, complex organisation and developing strategies/policies/procedures/processes that are customer-focussed and achieve defined organisation/service outcomes
Track record of delivering equality and diversity in employment and service delivery
Experience of successfully leading and managing major change, including cultural change, and service integration which has resulted in measurable service improvements in a diverse organisation

Able to demonstrate a professional approach which generates credibility and confidence amongst Members, Chief Officers, managers, staff and external partners
Able to build and maintain relationships with managers working closely with them to jointly develop and implement solutions to meet business needs
Confident when addressing an audience whether in writing or orally adapting style of delivery so that recipients understand what is being communicated. Able to present ideas in a focused, efficient and structured way

Demonstrable track record in delivering services to timescale and to agreed performance indicators/targets/service standards
Able to demonstrate diplomacy, resilience and integrity in a demanding, challenging and fast-paced environment
Valuing Diversity
Demonstrable experience of combating discrimination and disadvantage both in employment and service provision.
A proven and demonstrable understanding of the practical application of the principles and practice of equality and diversity in employment and service delivery.
