Senior Finance and Accounting Specialist

Scope of Work

The incumbent will perform financial duties following NATO financial regulations and NSIP procedures; they include:

*Co-ordinate all the new requests by screening and validating that all data are correct.

*Enter in an accurate and timely manner into CIRIS all new final requests received from NATO Liaison Office (Service Strategy) such as:

Creating new Minor Works (MW) and new UR (Urgent Requirements)
Update Capability Packages (CP)
Project Implementation Proposal (PIP) requests
Fund requests
Joint Final Inspection and Formal Acceptance (JFAI) requests
Audit request (for Certificate of Final Financial Acceptance)
Project Deletion Requirement

*Enter all the contract notifications received from the Acquisition Support Group and ensure that they are up-to-date. Monitor all the missing contract notifications.

*Assist from a financial perspective in the internal control of documents such as reports, PPD documents or decision sheets received by resource committees.

*Check and identify potential discrepancies in CIRIS on all financial data (authorized amount, contract notification, etc.)

*Assist in maintaining up to date financial data (actuals/forecasts) for the preparation of the Quarterly Financial Report (QAFR).

*Provide different reports from CIRIS upon request for Finance, Project Managers, Service Strategy, Demand Management, etc.:

Financial overview
Capability Packages details
Contracts
Authorizations

*Provide financial data to the Projects Managers and Service Strategy for their status reports or briefings to the Infrastructure Committee

To assist the section leader to set up the financial reporting section; responsibilities include but are not limited to:

*Statutory reporting (ie quarterly and yearly financial statements including the cost to complete exercise)
*Management reporting
*Agency Supervisory Board (ASB) reporting (eg metrics)
*Accounting policies (assist in developing and monitor then under the IPSAS and NATO accounting framework)
*Development and management of Accounting Key within financial system(s)
*Audit lead

Performs other duties as may be required.

Due to the nature and urgency of this post, candidates holding or who have held high level security clearance in the past are most welcome to apply. Please note successful applicants will be required to be security cleared prior to appointment which can take up to a minimum 10 weeks.
