Senior Enforcement Manager/Analyst

My Central Government Energy client are looking for a Senior Enforcement Manager/Analyst to join their Enforcement and Competition Policy team to play a leading role in managing an ongoing CA98 investigation and developing the policy on use of its sectoral, competition law and consumer protection powers within energy markets.

Key outputs and deliverables:
*The successful candidate will be expected to deliver the following:
*Ensuring that any decision in relation to the CA98 investigation is made in the light of best practice and sound advice and information
*Managing the CA98 case in an effective and timely manner
*Managing the case team and delivering results through people
*Analysing evidence which may include a mix of financial, economic and fact-/case-specific material
*Assessing risk and making recommendations
*Effectively communicating recommendations, including to Enforcement Oversight Board and Enforcement Decision Panel
*Drafting case papers or policy documents to a high standard
*Advising on appropriate options for action to address suspected infringements of competition law
*Liaison with or advice to external bodies
*Representing them at external as appropriate
*Build effective relationships with lawyers, economists and policy staff
*Maintain effective relationships with external contacts (eg the CMA) as relevant
*Responsibility for timely decision making and delivery of the CA98 investigation
*Responsibility for management of part of the enforcement team

Essential experience:
*Experience of CA98 investigations
*Up-to-date knowledge of the practice and procedure of managing CA98 investigations
*Proven ability to lead and deliver projects within inter-departmental teams
*Graduate or equivalent
*Excellent drafting skills
*Good communication skills and ability to build effective working relationships
*Demonstrable financial, economic and/or other analytical skills
