Senior Contracts Manager
3 Month Contract
Up to £450 per day

My client, a leading public sector organisation, is seeking to recruit a skilled Senior Contracts Manager to join their team onsite in the West Midlands. As a Senior Contracts Manager, you will be required to lead the procurement, negotiation and proactive management of a range of contracts, including community services, third sector and other contracts across a range of services. The ideal candidate will have a wealth of experience in negotiation and performance management as well as being educated to degree level.

Key Tasks and Responsibilities
*Plan, negotiate and agree the financial value of the contracts
*To populate and finalise contract documentation to support the contractual agreement
*To support the application of contractual levers and maintain logs/records of the performance management process with specific reference to fines, contract queries and pertinent communications.
*To work alongside contracting, finance, information colleagues and clinical commissioners to undertake complex information analysis and the development
*Review commissioned services at regular intervals, and identify any fundamental changes required.
*Reduce or commission additional services/capacity as appropriate to support the Commission's strategic commissioning policies
*Lead negotiations to agree an end of year activity and finance position and to ensure payment/claw-back is agreed in line with Payment by Results (PbR) or relevant local tariff guidance.
*In agreeing the commissioning of service contracts, ensure that strategies reflect the principles underlying the Any Qualified Provider policy choice initiatives, payment by results and private sector partnerships.
*Lead the monitoring and subsequent contract variations arising from the implementation of Any Qualified Provider including those within primary care services.
*Assist the Associates Acute and Non Acute Contracting in the long term capacity plan and service strategy for customers.
*Contribute to the development of short and long term policy and strategy in relation to a wide range of commissioned services.
*Liaise closely with colleagues in CSU commissioning regarding the implementation and commissioning of health services across primary and secondary care.
*To represent the clients as designated at various meetings, conferences and seminars etc, to support those clients in their commissioning of health related services.

Key Knowledge and Skills
*Educated to degree level or equivalent level of knowledge or professional qualification
*Project management qualification/equivalent demonstrable experience
*Experience of contracts and performance management
*Negotiation and performance management
*Clinical & Procurement experience
*Production or coordination of the development of service specifications
*Knowledge of current health sector policy drivers and the commissioning agenda
*Evidence of continuing professional development
