A direct Minneapolis, MN seeks a Senior Business Analyst to help with its Project: Line of Business Technology Check and Prioritization.

Anticipated Start Date: 09/01/2015 Anticipated End Date: 11/25/2015

The goal of this engagement is perform a multi layered review of the Line of Business Information Technology functions within Client's Line of Business with concentration on:
1.) The current and future state of the Lines of Business applications portfolio and technology strategy encompassing all sub lines of business (5 Departments)
2.) IT staffing levels as they pertain to industry standards and ratios (maintenance/support to new projects) and opportunities to realign resources.
3.) Recommendations for a Line of Business IT Governance/Prioritization and structure.

This engagement is intended to provide an analysis of the Line of Business current technology state, assessing immediate/long term risks and assets as well as providing recommendations regarding the overall current and future technology assets versus needs analysis with actionable recommendations pertaining to the Line of Business implementation of an IT Governance and prioritization. Review, analysis and recommendations pertaining to the above stated needs will greatly aid the Line of Business and its technology leadership to derive a One (1) and a Three (3) Year Technology Plan.

DESCRIPTION OF WORK TO BE PERFORMED AND THE SPECIFIC SKILL SETS NEEDED: THE FOLLOWING ARE GUIDANCE TO WHAT SKILLS ARE BEING SOUGHT FOR THIS ENGAGEMENT:

Ability to perform Business Analysis interviews with IT staff and the Line of Business Directors, managers and staff for the purpose of obtaining clear and concise application current state along with a list of applications.
Knowledge, skills and abilities in assessing IT staffing related to specific IT functions to include, but not limited to, maintenance/support of existing application, Business Analysis and Project Management needs for new IT projects, understanding of multiple IT Governance structures and options best suited for the client's needs.
Ability to communicate, both written and in-person presentation, clear findings and actionable recommendations for the Line of Business

List of Deliverables: The following are the list of deliverables for this project:

1.) A Line of Business IT Systems Portfolio Report Card providing status of the following for each application within the portfolio (owned and hosted):
a. Name of application
b. Application age and version within production.
c. Most current application available.
d. Application Server name that each application resides, server OS version and related issues surrounding OS support/maintenance (dates OS will no longer be supported).
e. Database server name that each application resides, server OS version and related issues surrounding OS support/maintenance (dates OS will no longer be supported).
f. Application database specifications (MS Sequel, My Sequel, etc.) version and concerns regarding maintenance/support for the version.
g. General review of outside hosted versus internal hosted application condition.
h. Business resiliency status (Tier 1, 2 or 3-recovery periods live redundant, 4 hour recovery, 8 hours recovery, 24 hour recovery 48+ hour recovery) and frequency of application and database backups per system.
i. An overall commentary regarding risk assessment of individual system.
j. Actionable recommendations based upon system findings.
k. Any additional observations that would be valuable in constructing a 1 and a 3 year IT Plan
2.) A Line of Business IT Staffing Resources Assessment to include, but not limited to:
a. Overview assessment regarding the number of IT staff in perspective of the existing IT function support (application maintenance/support, business analysis/project management demands, technology implementation trends, related technology implementation/oversight within the Line of Business) and services received by Client IT and the impacts of those services. Areas to focus on, but not limited to:
i. Response times (Business and regulatory impacts of delayed service)
ii. Service value - are we getting expected services
iii. Service quality
iv. Centralized or decentralized support recommendations
v. Infrastructure
1. Capacity
2. Resiliency
3. Availability/
4. Reliability
5. Disaster Recovery
6. Scalability
7. Overall health

b. Comparison of industry standards regarding technology budgets (spend) and resources by way of staffing in relation to size of the organization being served (number of users within the Lines of Business, business function, variety and complexity of business discipline functions, etc.). Cite deficits or overages in IT staffing for the Line of Business.
c. Analysis of the Line of Business IT resources related to same or similar organizations providing same/similar variety of overall services.
d. Analysis of overall IT budget expenditure compared to comparable industries.
e. Review of Line of Business IT staffing knowledge, skills and abilities as they pertain to 1.) Current industry standards 2.) Support of same/similar business functions and;
i. Identify skill/experience gaps within the current Lines of Business IT workforces.
ii. Recommend skill sets and capabilities that need to be sought for future hires as they relate to a changing technological industry landscape.
iii. Recommend possible training curriculum/topical technology training items for existing staff to meet upcoming technology changes and trends.
iv. Any additional observations that would be valuable in constructing 1 and 3 year IT Plans.
f. Analysis of the current reporting structure of the Lines of Business IT resources as it pertains to the Lines of Business needs and the overarching IT department strategies, projects and vision.

3.) Recommendations for the creation, communication and implementation of a Line of Business Information Technology Governance strategy/plan and construct:
a. Review the Lines of Business to Executive Team (Assistant Administrator, Department Directors, and Business Information Officer), Middle Management Operational Teams (Assistant Department Directors, Department Administrative Managers, Divisional Managers, Unit Managers, etc.) and key stakeholders identifying differences and commonalities in strategic and operational focuses.
b. Provide actionable recommendations pertaining to the establishment of IT Governance structure intended to address the oversight, alignment and prioritization of technology functions, projects and resources within the Lines of Business.
c. Provide industry best practices regarding needed IT Governance principles for the Line of Business.

IMPACT/OUTCOME FROM A BUSINESS PERSPECTIVE:
The expected impact/outcome(s) for the Line of Business regarding this engagement are as follows:

1.) A presentation of the findings to:
1.) Administrators and Business Information Officer
2.) Leadership Team
2.) A report containing all request items above.
3.) Ability to employ document recommendations into a 1 and a 3 year Technology Plan.
4.) Actionable recommendations that can be converted to specific work plan tasks/executables.
