I. BASIC FUNCTIONS: 
Business Analyst with strong Business Intelligence tools and data analytics background and an in-depth understanding of how to design and create Data Governance and Master Data Management solutions. 

Primary Responsibilities: 
(1) Business Requirements - Conduct analysis of business and user needs in order to accurately and articulately develop functional requirements documentation for the implementation or revision of a Data Governance/Master Data Management solution. 
(2) Testing - Working in conjunction with the business users and development teams, responsible for the creation and execution of application test scripts, scenarios, and test plans that validate initial business requirements. 

Detailed Description: 
The role of the business analyst (BA) is to capture and consolidate Data Governance and Master Data Management business requirements, propose solutions for implementing Data Governance and Master Data Management initiatives, and help implement the final recommendation. The BA is a critical link between the Subject Matter Experts providing the business requirements and the rest of the team trying to construct the solution. He/She needs to help capture, consolidate, and communicate the information from the SMEs to the rest of the team is the critical, bridge-the-gap role that this person plays. Candidate will have a strong background in data governance/master data management, data analysis, business intelligence, and data management. 

This role must have a thorough understanding of Data Warehouse project life cycles, data warehouse architecture, and data governance/master data management best practices. 

The ideal candidate will have a joint business and IT background and be very knowledgeable of the health care industry. The idea candidate will also understand how the major pieces of data warehousing and Business Intelligence applications fit together. 

II. JOB FUNCTIONS: 
Identify Data Stewards; 
Maintain short-term master data solution until longer-term solution is identified and implemented; 
Establishing, improve, monitoring, and train on the data management and data quality processes and programs for the organization. This position will work with the data stewards and the technology staff to ensure data is collected, stored, shared and reported in a manner consistent with the needs of the organization; 
Establishing procedures and tools to ensure the data is collected on time, is accurate, and is stored, managed and reported in a secure, efficient and effective manner that conforms to the established data architecture and policies of the organization 
Maintain a critical data issues log that identifies problems that impede data quality, collection, and reporting; ensure a data steward is accountable for resolving each issue 
Convene working groups of data stewards to address critical data issues that involve multiple program areas 
Facilitate collaboration between program areas and technology regarding data quality 
Ensure all changes and revisions to organization's databases or the supporting applications (for all divisions/groups) go through the Data Management Committee for approval 
Understand and document business users' requirements vis-à-vis standardized functional specification documents; 
Elicit requirements using interviews, data analysis, business process descriptions, use cases, scenarios, business analysis, and workflow analysis; 
Decompose high-level business requirements into an appropriate level of business rules and detailed user, functional, and non-functional requirements using alternative views such as flows, diagrams, models, and use cases when applicable 
Convert requirements to Agile User Stories; 
Assist data analyst in mapping tasks; 
Work with development and business personnel to develop and execute plans to test and validate systems/applications and business requirements - including developing user documentation, first draft of training materials, manual updates, and field communications 
Create report mock-ups; 
Manage project documentation deliverables; 
Assist in identifying data quality problems and determine remediation steps 

III. MINIMUM REQUIREMENTS: 

Education: 
Bachelor's degree in analytics, informatics, computer science, health care administration, or business. Master's degree preferred. 

Work Experience: 
Must have minimum seven (7) years of Data Governance experience, five (5) years of experience directly with business and technical analysis 
Must have strong written and verbal communication skills with both technical and executive-level clients. Must have strong decision-making capabilities 
Must be result-oriented with expert problem solving and analytical skills 
Must combine good business understanding with high technological capabilities 
Data Warehouse experience 

IV. SKILLS/ABILITIES:
