Screening/Enrollment Portal - Business Analyst

A direct St. Paul, MN client seeks a Senior BA to support a major IT project.

The successful candidate will support development of:
1. A Front End Provider Enrollment Processor (PEP),
2. A Back End Provider Validation Service (PVS), and
3. Related Medicaid Management Information System (MMIS) and Associated Database changes to replace Legacy system.

PROJECT DELIVERABLES

The Resource will be assigned tasks in support of successful completion of the project. The project is being executed using an Agile/Scrum development methodology.

REQUIRED SKILLS (TO BE SCORED AS PASS/FAIL)

-BS or BA degree with 5 years of experience as a Business Analyst

Or Associates degree with 7 years of experience as a Business Analyst

-5 years eliciting, analysing, and documenting business rules, business requirements, and functional requirements
-3 years eliciting, analysing, and documenting non-functional requirements, such as usability, reliability, and performance
-3 years creating data dictionary and integration documents
-5 years writing Use Case
-2 years writing Test Scenarios and conducting user acceptance testing
-3 years creating Entity Relationship Diagrams (ERD)
-3 years business Process Modeling
-5 years requirements management and traceability from stakeholder requirements through testing and implementation
-3 years ability to effectively communicate with stakeholders of varying level, both written and verbal
-Four (4) engagements lasting more than six (6) months in a Business Analyst role

DESIRED SKILLS

-3 years agile development
-3 years business process reengineering
-3 years work with XML and SQL
-3 years service oriented architecture (SOA)
-1 year experience with JIRA
-1 year worked in government/state environment
