ROLE OVERVIEW

The Sensors and Countermeasures Department has an immediate requirement to recruit a Capability Costing Expert to support the accurate definition and costing of new concepts within the C4ISTAR Concepts and Solutions (CCS) project lead by the Sensor Systems Group. The CCS project directly informs the planning of the MOD's Chief Scientific Advisor S&T programme and has a significant impact and influence across the MOD Unified Customer programmes and plans.

MAIN DUTIES/RESPONSIBILITIES

Within the CCS project, the Capability Costing Expert role underpins the activity to understand the whole life costs of proposed capability concepts which is critical in understanding and articulating the credibility and priority of concept options. In conjunction with MOD stakeholders and relevant DE&S delivery teams (including Cost Assurance and Analysis Service (CAAS ) the costing expert develops a pan-Defence Lines of Development understanding of the capability costs and then ensure the development and endorsement of affordable solution options. The costing expert develops and utilises a model which ingests commercially sensitive data generated from MOD and the supporting Industry led CCS Engine Room and must therefore remain within the Client delivered project scope. The outputs are used to inform the cost/benefits assessment of C4ISTAR concepts at various points in their development.

SKILLS/EXPERIENCE REQUIRED

- Experience of whole life cost modelling of a variety of complex military concepts and systems
- Ability to work on problems/tasks that are ill defined or that supply limited information
- Track record of building, developing and exploiting internal and external stakeholder relationships
- Capable of communicating complex technical issues clear, precise and in an appropriate format
- Highly organised and self motivated
- Familiarity of Joint Service Publication (JSP) 507
- MOD Guide to Investment Appraisal and Evaluation

EVALUATION CRITERIA

1. Demonstratable experience in capability whole life cost modelling within a defence environment

2. Proof of ability to find, process and exploit raw cost data using a diverse range of costing tools and techniques

3. High level of personal organisation to enable efficient simultaneous working across multiple tasks

4. Demonstratable strong networking skills across all levels

5. A proven ability to communicate technical output in an appropriate form for differing customers at short notice

6. Track record of costing within the C4ISR domain
