JOB PROFILE

Our well- known public sector client is looking for an experienced Resourcing Specialist to join their established team on a contract basis paying £300 - £400 a day based in Leeds.

- Responsible for delivering proactive, specialist support to the development of resourcing initiatives, enabling effective, informed decision-making by business leaders
- Own the development of resourcing processes, policies and programmes, driving continuous improvement and consistency across this portfolio of programmes
- Agree on priorities and design of resourcing policies, processes and programmes to support the development, execution and consistent delivery of the business strategy

KEY TASKS

- Contribute to an understanding of different channels for recruitment, highlighting which channels resonate with different talent pools, including actively seeking to implement social media attraction strategies
- Develop toolkits and accelerators for the business to use in identifying and segmenting talent across all employee segments
- Identify key roles that will offer meaningful assignments to graduates and apprentices and build a robust talent pipeline to ensure we have sufficient numbers of people with the necessary skills
- Assess the impact of strategic business plans for the workforce, 3-5+ years into future as well as more operational plans, 1-3 years into future and the availability, capability and effectiveness of the internal and external workforce pipeline to meet those plans
- Oversee the internal resourcing pool and develop innovative solutions to actively promote internal vacancy filling
- Develop the overall framework/approach to induction and on-boarding, with the goal of making new employees productive as quickly as possible', but paying key attention to critical milestones (eg the first 2 weeks, first month, the three month mark and the six month mark)
- Support the effective design of resourcing strategy, ensuring to align resourcing activities to business strategy
- Work with the Head of Resourcing and Learning to ensure the resourcing strategy and framework supports the Business and People strategy, and ensures both national and local needs are met
- Work with the Reward and Performance CoE to ensure that interdependencies between the two functions (eg job grading and benchmarking) are adequately reflected in strategies and processes
- Understand key trends and industry standards in resourcing, building a professional network of fellow experts and keeping appraised of leading practices and legislative changes
- Act as the end-to-end process lead for resourcing, to drive a regionally and Directorate-consistent high quality experience for the customer
- Develop resourcing policies and amendments, understanding how these align to HR and business strategy
- Act as the escalation point for complex queries or issues from HR Operational Services, exception-manage any regional/Directorate deviations from the resourcing framework
- Own the development and management of resourcing collateral including any knowledge management repositories
- Lead consultation activities to engage the business and gain buy-in to any changes to the resourcing policy or process
- Develop communications around resourcing initiatives and coach/up-skill HR to deliver specialist resourcing solutions
- Gather functional and non-functional requirements from HRBPs and HR Operational Services to ensure the resourcing solutions deliver what the business needs and fit with existing solutions
- Monitor solutions, policies, vendors and employee feedback to drive continuous improvement across the resourcing process
- Identify and pursue opportunities for transition of transactional support activities to HR Operations
- Contribute to the delivery of Resourcing analytics work, drawing out trends and meaningful insights based on data that support business outcomes.

PERSON SPECIFICATION

- A bachelor's degree, preferably in HR, business administration, or a related field (Essential)
- Master's degree in HR or business administration (Desirable)
- Professional body (eg, CIPD, REC, etc.) member (Desirable)
- Experience
- Extensive resourcing experience (Essential)
- Proven experience in areas of technical capabilities (Essential)
- Proven experience in developing and evolving an organisation that interfaces with employees, vendors, HR business owners, unions and technology (Essential)
- Private sector experience (Desirable)
- Technical Capabilities
- Expertise in end-to-end resourcing
- Experience running targeted recruitment campaigns for specific candidate pools (eg, graduates, apprentices, etc.)
- Ability to liaise and collaborate with business partners and the business to provide specialised advice and programmes including collecting input for design and delivery of programmes
- Knowledge of corporate governance guidelines, compliance and reporting requirements related to resourcing
- Knowledge of all areas of talent management including workforce planning, development, retention, and succession planning
- Strategic business acumen to ensure programmes are practical and can drive real value
- Sound consulting, facilitation, and advisory skills, including the ability to communicate effectively with leadership and senior staff members
- Knowledge of governance guidelines, compliance and regulatory requirements
