Spring Technology are looking for a Resource Advisor for our public sector client based in Manchester.

We are seeking to recruit a temporary resourcing adviser, for a period of up to 6 months to assist the business in delivering of an upcoming increase in internal and cross government recruitment activity as a result of various internal change programmes.

Assignment:
* Reporting to the Resourcing Manager, in a team of two, the Resourcing Adviser will work at the heart of the organisation providing professional advice, guidance and hands on support to the business.
* Ensuring all resourcing activities are delivered in a timely manner, represent value for money and are conducted in accordance with employment law, relevant policies and procedures and best practice.
* Working within a fast paced and demanding environment, they will build successful relationships both internally and externally and will act as the main day to day contact for recruitment and selection, escalating and mitigating risks appropriately.
* Reporting to the Resourcing Manager and working closely with the wider functional team, including HR Business Partners, they will play a critical role in ensuring that the Commission is able to attract, recruit and promote talent.
* Supporting the Resourcing Manager in meeting the objectives of the team, they will maintain and improve operational efficiency and quality of service and will input into the identification and application of process improvements.

Key Tasks:
* The Resourcing Adviser will primarily be responsible for the successful delivery of recruitment activity internally and cross government, with only a small requirement for external recruitment being required.
* The majority of their day to day duties will therefore focus on ensuring compliance, providing subject matter expertise on the full recruitment and selection life cycle: from identification of a need, through to assessment methods and to offer stage (inclusive).
* Therefore the post would be suited to a candidate with resourcing experience within a HR capacity as opposed to a recruitment agency or a talent acquisition specialist.
* Reporting to the resourcing manager with no direct line management responsibility. They will however be required to manoeuvre and influence a variety of personnel internally and externally outside of direct report.

What we are looking for:
An experienced in-house recruiter/HR professional, with a proven technical proficiency in the recruitment life cycle and demonstrable evidence of ensuring the successful delivery of recruitment campaigns.
Excellent communication skills, with a track record of challenging non-compliance and providing insightful solutions to recruiting managers that demonstrate an understanding of business needs. The successful candidate will be committed to delivering HR service excellence, have excellent administrative skills and be flexible and adaptable in their approach.
