HEALTH CARE RECRUITMENT CONSULTANT

CONTRACT: 6months + (W2) - possible conversion for the right candidate

LOCATION: Los Angeles, CA 90027

CLIENT: One of the country's largest health care and health plan providers

TRAVEL REQUIRED: Yes to Regional Offices: 3 days Los Angeles Medical Center/2 days Pasadena regional office

This consultant will recruit for exempt-level nursing roles, exempt-level health care professionals, and other exempt-level exempt roles:

- LAMC - behavioral health staff nurses, executive-level professionals
- Regional office - any role requiring an RN certification

JOB SUMMARY:

- Responsible for delivering effective, proactive and responsive recruitment/workforce management consultative services to include workforce planning, career services, retention strategies, recruitment and diversity.
- Consults with hiring managers to develop strategic recruitment plans to source the best match of candidates to positions through cold calling, networking, etc.; resume evaluation, candidate assessment and referral, and training professional standards and practices related to EEO/AA; legalities and ethics of recruitment; needs analysis; job analysis; position specific recruitment planning; resume and candidate evaluation; interviewing techniques.

DAILY RESPONSIBILITIES:

- Sourcing, screening and selection of candidates
- Interviewing
- Consulting with managers
- Developing Recruitment Plan Agreements and other sourcing tools/resources

ESSENTIAL FUNCTIONS:

- Consults to the Hiring Manager and Leadership to develop and implement strategic recruitment strategies to meet projected workforce needs for assigned specialties, including building a diverse, clinically competent workforce.
- Educates and consults with managers on workforce, recruitment and retention needs for assigned positions.
- Collaborates with hiring managers to develop a recruitment plan agreement to execute the recruitment strategies.
- Implements innovative/creative strategies to effectively source and identify a qualified candidate pool for assigned positions. Strategies may include sourcing niche sites, social media, use of networking, and targeting diversity programs/organizations as well as professional organizations.
- Develops, builds and maintains relationships with viable candidates through ongoing communication and

managing future interest candidate portfolios. - Acts as an ambassador for the organization at events, conferences, professional/community associations both locally and regionally.
- Consults with hiring managers and leaders to builds ongoing strategic relationships with key contacts at assigned educational institutions to develop a pipeline of candidates for specialty area positions.
- Educates managers, the HR community, Labor Partners and impacted employees on in-placement programs and policies, including terms of the policies and services and support that will be provided to employees as part of the security agreement.
- Provides career transition services as needed for management and other staff. Assesses employee skills, background and interests to assist employee to transition into.
- Develops effective resume evaluation screening, interviewing, and assessment tools.
- Implements strategies to ensure the best candidates are referred and hired.
- Proactively seeks manager feedback regarding applicants referred and solicits feedback regarding satisfaction with hire.
- Utilizes applicant tracking system efficiently including consistent, timely and accurate data; generates status and financial reports, participates in continuous quality improvement of processes.
- Maintains current knowledge of applicable laws, regulations, and trends in recruitment, organizational policy, benefits and compensation, EEO, relocation and all collective bargaining agreements.
- Proactively identifies need for process improvement, identifies key stakeholders.

REQUIRED EDUCATION, EXPERIENCE, AND SKILLS:

- High school diploma or GED required; Bachelor's degree preferred
- Minimum 4 years' experience in recruitment screening and selection of management/exempt, technical/professional, and business professionals
- Knowledge of full cycle recruiting
- Nursing and RN and non RN management level and above preferred
- Effective verbal/written communication skills; articulate and able to adjust communication depending on audience
- Ability to interact at all levels to include senior level leaders
- Customer service focused
- Ability to build relationships/trust with clients
- Work as part of an integral team member
- Flexible and adaptable

- Demonstrated knowledge of recruitment processes (candidate sourcing, resume evaluation, candidate assessment and interview, and matching position to best candidate background)
- Demonstrated use of applicant tracking system required
- Demonstrated knowledge of governmental regulations, court decisions and professional standards and practices related to EEO/AA, legalities and ethics of recruitment, and job analysis
- Excellent verbal and written communication skills, including presentation skills
- Able to interact with multiple levels of staff to effect change
- Demonstrated ability to effectively collaborate with team members
- Effective interpersonal skills with the ability to meet the demands of the diverse and changing needs of the assigned specialty areas
- Strong customer focus required
- Demonstrated critical thinking, flexibility and negotiation skills
