The Test/Quality Assurance (QA)/Research and Development (R&D) Integration System Consultant position is responsible for guiding and conducting the QA program and directing/managing the Security and Surveillance Systems Support (S4) Change Management Policy. This position is accountable for providing leadership and expertise for all aspects of quality assurance testing in support of new and existing national Video Surveillance Systems (VSS) and Physical Access Control Systems (PACS) applications supported by the S4 team. This included researching, evaluating, recommending, implementing new testing techniques, and automated support tools for inclusion in the QA test strategy. The position is responsible for leading Change Management processes for VSS and PACS. Briefs and advises business unit and department management on the identified issues. This position will play a key role in ensuring the availability of managed systems is met and improved upon. In addition, developing and testing product integrations to improve the security toolset.

Key Activities Include:

Performs quality assurance reviews of applications, including examinations, inspections, and other events, to assess how well QA policies and procedures are working.

Prepares detailed written summaries and other documentation of findings from QA reviews to assist in providing ongoing communication and information to management regarding the effectiveness, efficiencies, and overall quality of S4 support products - including opportunities for improvement.

Works with other S4 personal and key client contacts to develop an annual QA schedule.

Assists in developing, modifying, and implementing QA, Testing, and Change Management policies and procedures.

Develops, implements, and enhances the organizations QA monitoring program to provide an early warning of future problem areas.

Develops, communicates, and implements policies, procedures, test strategies including test automation and methodologies for the QA function involving both internal staff and staff reporting to other Federal Reserve Districts.

Responsible for conducting application software and hardware testing in S4 Operations Support Lab. This includes creating test scope, design, conducting the tests, documentation, analysis, and communication of findings.

Works in coordination with S4 Operations Support team staff to:

o ensure continuity of testing process and critical testing strategies

o develop vision and definition of system and test requirements, including Performance, Scalability, Security, and System test and release documentation requirements

o defines and develops testing criteria, assists in establishing testing environment, participates in testing, identifies discrepancies, reports and resolves issues

o verify that testing of proposed application code is tested in S4 Lab environment and meets Federal Reserve requirements prior to deployment

o verify that testing of proposed new application hardware is tested in S4 Lab environment and meets Federal Reserve requirements prior to deployment

Oversees opportunities to integrate processes with vendor software development to increase efficiency, reduce potential incidents and decrease costs.

Plans, schedules, and manages multiple complex projects, as necessary.

Ensures user documentation, training, etc. are accurate and complete.

Identifies, analyzes and prepares risk mitigation tactics

Defines, support, measures/tracks and reports success metrics and monitors change progress

Works closely with System groups to improve upon current service offering.

Bachelor' s degree in Computer Science, Information Systems, Business, or related field, and/or technical certification preferred in combination with a minimum of four to years experience in information systems.

ITILv3 Foundations (or higher) certification preferred.

Be able to identify and implement ways to monitor the effectiveness of the architecture and to ensure compliance with architectural standards.

Demonstrate ability to define and promote business, technical and architectural models for common processes and applications such as Client Server architectures, global-class architectures and Web architectures.

Ability to analyze business information, and to draw conclusions supported by appropriate analyses.

Experience and knowledge of change management principles, methodologies and tools
